The Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return. The Country Office is located in Juba, Central Equatoria. NRC currently operates an integrated programme focused on Education, Shelter (School Construction, Emergency Shelter and WASH), Emergency Food Security and Livelihoods (FSL) and Information, Counselling and Legal Assistance (ICLA). NRC South Sudan remains a programme in expansion.
NRC programmes are designed to provide protection and durable solutions for IDPs, refugees and returnees in South Sudan. Warrap state has limited NGO/UN presence and yet is bordering the contested Abyei region. Subsequently, NRC programmes in Alek expanded significantly in 2011 to include four of the core competencies and emergency response programming following conflict in Abyei. Alek is the second largest NRC Field Office in South Sudan, requiring professional oversight of programmes, finance, human resource, logistic, security and administrative procedures.
Job description Programme Management and Development -Contributes to the development of the NRC South Sudan Country Programme -Coordinate NRC’s operational activities in Warrap State -Ensure that NRC finance, administration, logistics and procurement management procedures, guidelines and systems are properly implemented and respected -Ensure that systems for monitoring and evaluating project activities are developed and implemented -Contribute to the preparation of required reports -Manage the support budget as a portion of all project budgets and oversee monitoring of cash flows and expenditures -Review the control and stock system of goods, vehicles and transport coordination -Undertake any other duties assigned by the Country Director (CD) as and when required
Personnel Management -Responsible for direct supervision of all PMs based in the designated area of responsibility -Ensure that NRC Human Resource Management policies, procedures, guidelines and systems are properly implemented and respected -Establish a good working environment based on NRC values, ensure optimal use of personnel is encouraged throughout the office and within the programmes, and promote an environment of team work and team spirit -Responsible for direct supervision of the Programme Support Coordinator based in Alek, including recruitment and training responsibilities -Secure adequate training of staff
Representation -Develop relationships with donor teams and agencies in the area, and contribute to securing sufficient finances for the programme -Coordinate with UN agencies, other (I)NGOs, local and state authorities, the targeted beneficiaries and donors -Actively promote the rights of returnees and IDPs -Represent NRC in relevant external meetings
Security -Work in close cooperation with the Security Adviser to make certain the NRC Security System is properly implemented and respected by all staff -Monitor and evaluate the local security situation -Ensure Occupational Health and Safety (OH&S) procedures are implemented for all staff in NBeG

Qualifications -Relevant university qualifications, preferably in business management and/or international relations, political science or development -Formal finance and logistics qualifications are an asset -Demonstrated understanding of programme implementation and associated challenges, proven management skills and programme development experience from international humanitarian or development context -Demonstrated contributions in the development of country strategies and solid experience in the development of proposals, budgets and reports -Proven experience as a leading organisational representative, in personnel management, finance, logistics, administration, and implementing security protocols -Previous experience in working with extremely vulnerable groups and in community development projects -Demonstrated understanding of working in complex emergency environments -Demonstrated leadership and management skills -Significant political, cultural and gender awareness and experience of working in settings where insecurity is a major issue -Proven communication, interpersonal, representation and negotiation skills -Knowledge of international refugee law and guiding principles on internal displacement -Fluency in the English language, both written and verbal -Above average computer literacy, especially in common software programmes -Holder of a valid and clean international driver’s licence
We offer -Commencement: As soon as possible -Contract period: 12 months with possible extension -Salary/benefits: According to NRC’s general directions, -Duty station: South Sudan is a ‘non-family duty station’. The duty station will be based in Alek Town, in the north-western part of Warrap state. Extensive travel inside South Sudan, with challenging road conditions, will be conducted. Alek is usually quiet and relatively safe, and foreigners can normally move around in daylight hours without harassment or danger. Travel between Alek and Juba is by air, between Alek and Aweil by road, and travel outside Alek is dependent on changing security and environmental conditions. Recreational and social facilities are extremely limited, and accommodation is in the NRC Compound in Alek, collocated with Norwegian Church Aid (NCA).
