SALARY: FSN-11 (USD 13,287 to USD 23,919 per annum) depending on the candidate's earning history, qualifications and experience. This position may initially be filled at a trainee level which is equivalent to FSN-10 (USD 10,839 to USD 19,515per annum).
MAJOR DUTIES AND RESPONSIBILITIES: Under the direct supervision of the USAID Representative to USAU the Senior Democracy and Governance Advisor advises the USAID/AU Representative and works closely with USAID/Ethiopia Democracy and Governance Office and other USG specialists on Democracy and Governance issues across the USAID/AU program as they relate to major program design, evaluation, negotiations and implementation. Advice is based on tracking issues, trends and developments, review of original or secondary data sources and analyses that have or promise to have a bearing on USAID’s program design, direction and implementation processes. These include analyses and reports on: institutional strengthening, capacity building, and reform needs and strategies for improving the AU strategic functions of advocacy, policy harmonization and coordination, strategic communication, and resource mobilization and partnership that support Member State governments, the corporate sector, civil society organizations, and media. Serve as AOR for grants related to democracy and governance themes;
Drafts analyses and reports to keep the Mission abreast of issues, trends and developments, governmental policies and civil society strategies that impact on political and economic governance and affect the development program. Reporting such as Semi-annual Portfolio Reviews; Mission Annual Report; Development of performance monitoring and reporting documents;
MINIMUM QUALIFICATIONS: In order to qualify, the applicants must possess the following:
EDUCATION: Master’s Degree that includes training in political science, conflict, institutional economics or human rights is required.
EXPERIENCE: At least five years of progressively responsible experience in the design, evaluation or management of development or humanitarian programs after completing a Master’s Degree is required. At least two years of which have included specific and extensive involvement in democracy or governance activities or African regional organizations. At least one year prior work or consultative experience with USAID or other bilateral or multilateral development agencies.
LANGUAGE: Level IV (fluent) in English required; French language ability (Level III) is desired. Fluency in other AU Official languages or other African language is a strong plus.
PREFERRED BUT NOT REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: An understanding of 1) the history, nature and dynamics of politics and governance in one or more regions of Africa, and 2) the level of development, interests and perspectives of government, political party, corporate sector and civil society stakeholders. Knowledge of USAID objectives and procedures for programming and strategy development, and of USAID policies a strong plus. S/he would preferably also have knowledge of the African Union – its operations, strategy and work plans, particularly as they relate to democracy and governance. A thorough knowledge of the theory and practise of some elements some DG programs, such as capacity building for government, civil society, and media organizations as well as political parties and support for participation in democratic processes. Demonstrated capacities in the following areas: Ability to develop and maintain an extensive range of senior/high level contacts in governmental, international, and private sector circles. Ability to inter-relate democracy and governance issues, trends and developments to the broader political forces and factors at work in Africa. Ability to prepare factual and interpretive reports covering complex subject matter is required. Ability to plan, organize and execute complex projects conducted independently. Proven ability to prepare precise and accurate factual and analytical reports. Demonstrated ability to effectively present in writing conclusions/analysis through field trip reports, special reports, studies, memoranda of record to document meetings, conferences, workshops, etc. Ability to effectively represent the Mission’s policies and program objectives and/or the Mission-endorsed results of their analyses. Ability to orient, train, and supervise lower-level professional personnel, when appropriate, is required. Mastery of computer usage including WORD, EXCEL, POWER POINT and other relevant computer programs.
