Cardno Emerging Markets USA, Ltd. (Cardno) is seeking candidates for the position of Project Director for an upcoming DFID-funded Intensifying HIV prevention in Zambia project. The program will be tasked with addressing some of the key HIV prevention gaps in Zambia with an emphasis on mobilizing demand for prevention services by the vulnerable and most at risk populations (MARPs), which will contribute towards reducing citizen’s vulnerability to HIV infection and to the social and economic consequences of HIV and AIDS. Specifically, the activity will provide support to the decentralization of the HIV response with a focus on supporting the community response to HIV which in turn will also strengthen prevention efforts.
Key responsibilities will include:
• Represent the project before all stakeholders and oversee all implementation activities
• Give leadership to annual work-planning
• Responsible for programmatic leadership to ensure strategic programmatic and financial integrity of the project
• Establish and maintain a productive relationship with key stakeholders, including the donor, government officials and entities, NGOs and community groups for smooth implementation
• Assure smooth, efficient and collaboration with project team members to ensure necessary program planning, development, resource availability and management activities
• Assure proper management of all subcontractors and their project activities
• Work collaboratively with project and headquarters staff to assure proper financial projections, reporting, spending and compliance with project terms and conditions
• Ensure quality program implementation consistent with Zambia national health guidelines
• Ensure that the project meets set targets
• Ensure timely, accurate and appropriate reporting of program activities and results to the donor, including progress reports, and annual reports and compliance with donor requirements
Qualifications:
■ Advanced degree in public health or related fields
■ 7+ years of mid to senior level experience designing, implementing or managing large, complex, community-level HIV/AIDS and MARPs projects
■ Demonstrated experience managing the implementation of health system strengthening projects in developing countries, with emphasis on financial system strengthening, NGO capacity building and community mobilization
■ Country experience supporting implementation of Zambia national and provincial level programs
■ Demonstrated expertise working in a leadership capacity with international donors, senior government officials and policy makers
■ Proven track record managing a project team composed of several technical experts, program, finance, and administrative staff for at least two years
■ Ability to building team capacity, delegating working teams, and developing communities of learning among host country partners and counterparts
■ Excellent interpersonal, writing, and oral presentation skills
