The MENTOR Initiative (MENTOR) is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Liberia, Angola, Kenya, Somalia, the Central African Republic and Southern Chad.
MENTOR is currently seeking a Programme Coordinator to oversee the expansion of programme work into Uige, Angola. The project will be modelled upon two concurrently running projects in Huambo and Zaire provinces and will focus on building the capacity of the Angolan public health system to meet the challenges of malaria, through heightened awareness and skills around disease prevention, diagnosis and treatment. The successful applicant will be responsible for coordinating the public sector programmes as well as providing operational support to the CD, including representation of The MENTOR Initiative to health partners and partners in Angola, providing admin/financial support where needed and serving as base manager in Uige. The position requires extensive local travel in Uige and occasionally to other parts of Angola and internationally.
DESCRIPTION PROGRAMME • With the direct participation of the local Programme Managers (PMs), coordinate and collaborate with the Ministry of Health and other local health partners to ensure that MENTOR has strong links with all partners. Actively support the MoH provincial health staff to improve their technical skills in planning, managing and monitoring malaria control programme. • Working closely with MENTOR team members (the local Programme Managers in particular), the local Ministry of Health authorities, the Malaria NPO, and NGO and FBO partner agencies working in the provinces to introduce and scale up a monitored use of standardised protocols and best practice in the areas of malaria surveillance, prevention and case management. • Facilitate: - The organisation and implementation of trainings on the above activities for health staff of government health facilities and staff of other organisations working in malaria control. - The organisation and implementation of Information, Education and Communication (IEC) activities to raise awareness and understanding of malaria-related issues. This includes the identification of efficient channels for distribution of such information. - The supervision of Health Facilities as well as the distribution of malaria treatment, laboratory equipment and other supplies to health partners in the supported provinces. • Verify that The MENTOR Initiative Public Sector Programme is implemented in a timely and professional manner, according to objectives, goals and indicators established in the programme document and in line with donor requirements and beneficiary needs and within the allocated budget. • Ensure that requested programme reports are written and submitted to the Country Director in a timely manner and in line with donor requirements. • Assure that a standardised system of health data collection, as per The MENTOR Initiative monitoring system, is in place and that data is analysed and provided to the Country Director. • Support the Country Director in carrying out health assessments and in writing proposals. Representation • At the request of the Country Director, represent The MENTOR Initiative for activities related to the Public Sector programme towards other NGOs, UN agencies, donors, Government Health Offices and other partners. • Guarantee that good coordination and relations are established with other health NGOs, the UN, funding agencies, the Local Government and MoH. • Attend all relevant meetings related to the Public Sector programme activities. • Ensure positive interaction and good relations with communities and partner organisations in the provinces covered by the Public Sector Programme.
Operational Support • Act as Head of Base for MENTOR field operations in Uige, including all administration and finance as detailed by The MENTOR Angola Administrator • Ensure that all procurement for the Public Sector programme is undertaken in accordance with MENTOR operations procedures and in line with the donor specific requirements. • Ensure all information pertaining to the Public Sector programme requested by the MENTOR Country Administration/Logistics Department are provided regularly to ensure smooth operations. • With the support from the administration coordinator, responsible for the operational management of the MENTOR base in Mbwanza Congo including management of local staff, general administration and logistics support. • Ensure compliance with all local laws and regulations, including taxation • Maintain a positive work environment and a professional office atmosphere • Advise and guide MENTOR national staff in Mbwanza Congo towards greater responsibility for programme management and implementation.
Other • Stimulate a good working environment, geared towards mutual learning and maintain overall team atmosphere and foster team-building relationships. • Perform additional duties as requested by CD and other team members.
REQUIRED QUALIFICATIONS • Degree in medicine or a master’s in public health (MPh) from a recognised university. • Minimum of five years of overseas NGO experience • Experience in malaria control preferred • Proven experience in planning and implementation of Malaria control programme at provincial levels with proven work experience in developing countries. • Training in Malaria Control and Laboratory is desirable. • Excellent interpersonal and communication skills. • Willing to work in a remote environment. Experience living/working in rural Africa a plus. • Programme management and technical writing skills necessary. • Technical expertise in health system and working experience in Sub- Saharan Africa an asset. • Previous experience with implementing USAID/PMI grants is desirable. • Excellent knowledge of English and Portuguese (written and spoken) required. Strong Spanish skills and an understanding of Portuguese may be considered in lieu of fluent Portuguese • Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.
