Child Specialist Officer Sudan
Position Start Date: 1st of June 2012 Project Duration: 18 months Location: El Geneina, West Darfur, Sudan Supervisor: Country Representative Sudan
Contractual Conditions:
Swiss salaried contract 3 124 Chf (~2400€) < > 4 278 Chf (~3300€) net salary/month according to experience x 13, Annual Leave: 25 days per year. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight.
General Responsibilities:
The Child Specialist Officer manages all aspects related to Child Protection programmes and representation for Tdh Delegation in Sudan, with the approval of the Programme Coordinator and guidance from the Emergency Unit Psychosocial and Protection Itinerant Delegate. S/he is responsible for implementing the Tdh strategy and programmes and ensuring consistence with the overall organizational strategy with utmost respect for Tdh Charter, Code of Conduct and Child Protection Policy. The scope of work includes the elaboration and implementation of an efficient case management system, the organisation and planning of all activities related to awareness on protection issues and Convention for the Rights of Children (CRC), and the implementation of psychosocial activities. Another component of the job is to collaborate with the Programme Coordinator in order to ensure all child protection teams receive appropriate training. He/she advises the Programme Coordinator on cases of breaches of the Tdh Child Protection Policy. Close collaboration with other Tdh sectors, such as Camp Coordination is expected in both the design and implementation of the global programme.
Programme Management:
• To oversee the planning and implementation of the Child Protection component of Tdh programme in West Darfur, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with programme budgets • To collaborate with the Programme Coordinator and the Administrative Officer to monitor expenditures, budgets, track activities’ expenses, make recommendations, and ensure that appropriate action is taken • To work with the Programme Coordinator, the Administrative Officer, and the Logistics Officer to ensure that the Child Protection programme component receives adequate support and operate in line with Tdh policies and procedures
Case Management:
• To conduct case management meetings with the social workers team as required • To advise the social workers on the appropriate course of action to be taken with identified and reported child protection cases • To facilitate inquiries and make decisions regarding child protection issues and/or cases from affected communities, Tdh activity centres, and all children registered in Tdh database • To work directly in the field, when appropriate, with children, families, communities and Tdh field staff • To build networks in the child protection field • To maintain regular contact with project partners and their staff to promote child protection training and capacity building within their programmes • To involve the community (children in particular) in the prevention of and resolution of child protection risks
Referral system:
• To act as managerial contact person for the case management system following reported child protection cases with referral agencies. • To reinforce the referral system in coordination with the Programme Coordinator and maintain regular liaison with resource agencies (Police, Medical Staff, UN, INGOs, NNGOs, Ministry of Social Affairs, Ministry of Education, etc.)
Psychosocial activities:
• To work with the community and staff to identify, plan and implement appropriate activities relevant to child recreation, education and well-being • To mobilize community committees, local authorities and parents’ associations to support programme activities
Database:
• To identify relevant information to be collected and analyzed • To manage the process to facilitate entry and maintenance of information on the Tdh child registration database • To dispatch and analyze reports made by the database managers • To supervise and respond to child protection issues identified through the database
Monitoring and evaluation:
• To supervise, maintain and strengthen the established child protection reporting and intervention system for the whole Tdh mission • To supervise the intervention, referral and follow up of identified cases with referral agencies • To anticipate needs and lead the development of Tdh Child Protection strategy in Darfur with the support of the Protection Itinerant Delegate
Awareness and Advocacy:
• To identify, and develop the messages to be delivered to the communities, in conjunction with the Managers and Supervisors • To involve the community (children in particular) and local authorities in the development and dissemination of child rights / child protection messages and special events • To participate and represent Tdh in the relevant protection sector coordination working groups and activities
Capacity Building:
• To identify training needs and facilitate training for Tdh field staff, NGO partners, local authorities and community-base structures with particular reference to child protection and/or child rights, psychosocial support and transversal competencies • To ensure that training delivered uses a participatory methodology at all times, is child-centered, and respects local culture and customs
Coordination:
• To work with Child Protection and other teams to further develop existing cross-sectoral activities, namely between child protection/camp coordination/community empowerment and psychosocial, with the goal of mainstreaming child protection as a cross-cutting priority • To participate in assessments, brainstorming, report writing and proposal writing
Human Resource Management:
• To validate Managers’ requests for the recruitment of local staff and draft terms of reference • To participate in the hiring process, as requested by local regulations
• To provide ongoing staff monitoring, supervision, and support
Reporting:
• To complete child protection reports when child protection issues are identified in the course of his/her duties • To supervise child protection reports generated by Tdh staff • To provide a written monthly situation report to the Programme Coordinator • To participate in the completion of donor reports
Child Protection Policy:
• Commit to respect the Child Protection Policy. • Commit to ensure the best implementation possible of the Child Protection Policy in Darfur, including participation in annual audit, and review and update of action plan. • Commit to inform the Country Representative and/or the Child Protection Officer and/or the Desk Officer and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy.
Profile:
• 2-3 years of work in emergency contexts, in particular in refugee/IDP settings • Experience in psychosocial / protection issues in such context and solid understanding of “Case Management System” and of the “Child Friendly Spaces” approach • Experience in team management, staff capacity building and training • Stress resistant; knowledge of security issues; capacity of negotiation. • Language: fluent English; French and Arabic will be an asset.
