In South Sudan, United Nations Development Program (UNDP) is a key partner to the Global Fund for the fight against AIDS, Tuberculosis and Malaria (GFATM) and is the United Nations (UN) agency assuming the role of Principal Recipient of GFATM grants in selected countries. In its role as Principal Recipient, UNDP is responsible for the financial and programmatic management of the GFATM grant as well as for the procurement of health and non-health products in this grant. UNDP is the Principle Recipient of the Global Fund Round 9 Health System Strengthening Grant, on behalf of the Ministry of Health-MoH. One of the key focus areas of the grant is to strengthen the national health workforce capacity in order to ensure provision of quality services to the people of South Sudan at all levels. Among the critical gaps yet to be addressed is the need to put in place a coordinated system for all the training programmes, ensure effective systems and procedures are in place for overall management of the midwifery and nurses training schools, review and ensure implementation of the midwifery and nurses training curriculum, and to develop strategies to address both human and institutional capacity building gaps to strengthen the HIV, TB & Malaria program outcomes. In view of this background, the HSS Project intends to recruit a highly qualified Health Training Specialist to be seconded to the Directorate of Training and Professional Development-MoH to provide technical assistance necessary to address the challenges highlighted. |
Duties and Responsibilities |
Summary of key functions: - Provide technical assistance to ensure effective coordination of all training programmes/ institutions supported by the MoH Directorate of Training
- Review, develop and ensure implementation of national training manuals, curricula and strategies on health programs at all levels.
- Support assessment of training institutions and accordingly provide technical advisory support to address challenges identified in order to ensure standardization, effective management and functioning of the training institutions.
- Provide technical and capacity building/ training support to the MoH Directorate of Training at all levels.
- Mobilize support and identify areas of collaboration between the MoH Training Directorate and key implementing partners in order to strengthen the support towards the training institutions.
Key day to day responsibilities: Under the overall guidance and direct supervision of the UNDP GF Coordinator and the Director General, Directorate of Training and Professional Development-MoH, the Training Specialist will be responsible for the following key tasks: - To identify health related training need at the country level
- Support MoH with the identification, selection and recruitment of qualified tutors for the health training institutes.
- Support MoH with the design of the relevant examinations and grading for the training institutes.
- Provide technical support to MoH for Designing, planning and coordinating various health training programmes for in-service education of all cadre of health worker including curriculum, programme and tools.
- In collaboration with other division, facilitate the design, integration and implementation of national health training strategy and protocols/guidelines related to RH, Emergency Obstetric and Newborn (EmONC), Family Planning (FP), Commodity Security (RHCS), Prevention of Mother To Child Transmission (PMTCT) of HIV/AIDS.
- In collaboration with other MoH Directorate of Training, provide technical support and advice for establishing pre-service education and for ongoing in-service education programme for all health care workers
- Provide technical assistance and guidelines in selection of students. Participate in selection and communication of the candidate
- Develop performance standard of health training institutions and their students
Support assessments and provide technical advice and guidance to national health training institutions to ensure standardization. - Support the training directorate with the review/development of relevant policies, curriculum and manuals for the health training institute.
- Support the MoH to promote the integration and the reinforcement of Health in curricula and training plans and for development of training curricula and manuals
- Liaise with other departments including Nursing and Midwifery to facilitate discussions/dialogues with the tutors of the National Health Training Institutes-NHTI, nursing and midwifery colleges, the nurse managers of the various training health facilities and samples of peripheral referral facilities where students are posted; review and where applicable update their practical schedules during training and audit.
- Collaborate with partners to assess training needs of health care workers in the area of Reproductive Health, develop action plan and support its implementation
- Contribute to the improvement of comprehensive reporting system on overall training activities in South Sudan
- Facilitate training on different issues of Reproductive health and Rights, Family Planning, Gender and EmONC for health service providers.
Impact of Results The key impact of the post will be the achievement of project results as per the agreed project document and work plan. It will also ensure that a strong national and well coordinated training programme and systems are established for provision of quality trainings for health workers at all levels. |

Required Skills and Experience |
Education: - Master's or Post graduate Degree in, Nursing, Midwifery and/ or Public Health
- Desirable: additional qualifications as a tutor/trainer of nurses, midwifes or paramedical
Experience: - At least 5 years relevant experience involved in education on Health issues at national and international level.
- Demonstrated experience in development of curriculum Standard operating procedures and preparation of exams for health training institutes.
- Experience in the field of Reproductive Health, Emergency Obstetric and Newborn (EmONC), Newborn Health, Family Planning, Adolescent Sexual and Reproductive Health training desirable
Training, facilitation and supervisory skills. - Good understanding of decentralized health system and health services management, including health policy, planning and services provision & supervision, an asset
- Proven ability to conceptualize, plan and manage programmes as well as to transfer knowledge and skills
- Knowledge of practical use of computer (Ms. Word, Excel, PowerPoint and statistical software).
- Experience of working in a post conflict environment is an asset.
Language Requirements: - Excellent command of written and spoken English.
- Knowledge of local languages will be an added advantage
