Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.
The TI Conventions Programme aims at the development of an effective international legal framework for countering corruption. Working with TI National Chapters and other civil society groups, the Programme seeks to promote implementation and enforcement of the anti-corruption standards set out in international legal instruments, as well as the monitoring of progress in country compliance. In particular, the Programme promotes the implementation, enforcement and monitoring of the landmark UN Convention against Corruption (2003) and of the OECD Anti-Bribery Convention (1997), as well as providing advice to regional work on the Inter-American Convention against Corruption (1996), the Council of Europe Conventions against Corruption (1999) and the African Union Anti-Corruption Convention (2003).
The (Senior) Programme Coordinator will work together in a team to implement the several components of the Programme. The UNCAC work will include support to civil society efforts to develop inputs and to conduct productive dialogue with government institutions responsible for convention implementation and enforcement and to increase the participation of civil society in intergovernmental monitoring processes. The position will project manage the preparation of conventions compliance reports and contribute to advocacy based on these reports. Specific topic areas to be covered will include access to information, anti-money laundering, asset recovery, civil society participation, civil remedies, foreign bribery, sanctions and whistleblower protection. The OECD Convention work includes involvement in preparation of an annual progress report on country performance in enforcement against foreign bribery and related advocacy. The Conventions programme also assists in the monitoring of other international and regional anti-corruption conventions, mechanisms and bodies. The work will also include extensive outreach efforts via web, social media and communications materials. It will also include support for the UNCAC Coalition, a broad civil society coalition promoting ratification, implementation, enforcement and monitoring of the UNCAC.

Responsibilities:
- Lead in the preparation of briefing papers, guidance notes, policy positions as related to international conventions, global norms and standards, and other law
- Oversee the analysis of legislation, laws and regulations as related to international anti-corruption conventions, and write reports, policy papers, submissions and other advocacy materials.
- Assess current events and issues, such as legal prosecution cases, for the identification of strategic opportunities for international advocacy on conventions issues and the development of advocacy messages and strategies that help mobilise new and larger audiences.
- Coordinate the process of Chapter input into global reports, policy papers and other outreach advocacy materials, including the compilation, editing, fact-checking and legal review of monitoring reports by national chapters and civil society organisations on the implementation of international and regional anti corruption conventions, including legal developments in country entries for TI’s Country Pages website
- Conduct consultations and outreach to partners and identify and stimulate new and strategic partnerships and coalitions.
- Facilitate sharing of information, best practice and learning for capacity development across TI-S and the Movement on global outreach advocacy initiatives, including though IT-supported communities, networks and communications; as well as capacity development events such as workshops, training sessions and support visits.
- Plan, organise, write and edit advocacy materials such as fact sheets, flyers, press releases, statements, and any other communications tools (e-learning, videos, etc.) and supervise global outreach advocacy publication design work and production schedules.
- Represent TI at pertinent public events.
- Writing budgets, fundraising proposals and reports to donors.
- Contribute to the assessment of impact of the Conventions Programme team through active engagement in Monitoring, Evaluation and Learning cycles/feedback loops to continuously improve global outreach, campaigning and communication.
Knowledge, experience and skills:
- Degree or postgraduate university degree in law (MA, J.D., L.L.M. or higher)
- Other university degree or professional qualification in a relevant field (international relations / development, public policy or business management, journalism, social science) is desirable
- Relevant work experience (such as in NGOs, international organizations, etc); experience in legal practice a plus
- Experience in handling the production of publications; editing of multi-country texts desirable
- Experience in communications, including developing media materials, writing content for websites and managing online publications desirable.
- Experience in developing and managing budgets and fundraising proposals desirable.
- Fluency in English and, preferably, another UN language.
- Highly developed team work and intercultural communication skills.
- Available for international travel
