2. OVERALL PURPOSE OF THE JOB
The Senior Gender Mainstreaming Officer will have a Masters Degree in the Social Sciences with a minimum of 10 years experience in Gender. The Officer will be directly responsible for mainstreaming gender within the Secretariat and working with the technical divisions to mainstream gender in the COMESA programmes. Specifically, the Gender Mainstreaming Officer will be responsible for developing and distributing the Gender Mainstreaming Toolkit to the Directorates, Units, Member States and other key stakeholders. S(he) will also be responsible for developing/ facilitating training programmes on gender mainstreaming and provide on going support to Directorates, Units and Member States.
The Senior Gender Mainstreaming Officer will also act as Director in his/ her absence.
3. DUTIES AND RESPONSIBILITIES
3.1 Liaising with staff in the Gender Division and the Secretariat Directorates / Units in mainstreaming gender in all policies, plans and programmes of the Secretariat and COMESA programmes.
3.2 Facilitating/ Coordinating training on gender mainstreaming and providing on going support to Directorates, Units and Member States.
3.3 Developing and distributing the Gender Mainstreaming Toolkit to the Directorates, Units, Member States and other key stakeholders.
3.4 Developing strong relations with gender focal points within the Member States and various stakeholders.
3.5 Ensuring the generation, collection, analysis and use of gender disaggregated data and information.
3.6 Preparing diagnostic reports, studies and indicators on gender mainstreaming.

3.7 Developing mechanisms to promote equal representation of women and men in decision making in Member States, COMESA Structures, and its institutions at all levels.
3.8 Conducting missions and participating in helping Member States, employers and workers organisations to formulate and implement policies and programmes to promote gender perspective.
3.9 Liaising with national and regional bodies focusing on the situation of women workers and on gender relations at work, as well as with institutions involved in different mainstreaming processes in the region.
3.10 Play a strong advocacy role and disseminate information on gender programmes through publications and press releases. Ensure the Gender website is updated and coordinate the publication of newsletter on key developments in the region every quarter.
3.11 Liaise with national and regional bodies focusing on the situation of women workers and on gender relations at work, as well as with institutions involved in different mainstreaming processes in the region.
3.12 Any other work that may be assigned by supervisor.
4. KNOWLEDGE AND SKILLS
4.1 Minimum Education Qualification
Masters Degree in the Social Sciences and recognized experience and experience Gender.
4.2 Minimum Relevant Experience
Masters Degree with a minimum of 10 years experience in a similar position.
4.3 Competencies
Demonstrated experience in providing technical and leadership skills inGender Mainstreaming.
Ability to establish strategic relationships in Gender for programmedevelopment.
Ability to make relevant suggestions on good gender practices.
Ability to develop training materials, project proposals , policy and procedural matters and present them at high level meetings.
Ability to take responsibility and supervise others.
Ability to work independently and to cooperate effectively as part of the team.
Experience in leading and conducting research on gender and work related issues in the countries of the region.
