SNV Netherlands Development Organization is a leading development organization that specializes in capacity development support to government, non-government and private sector organisations. The emphasis of our work is on poverty reduction and promotion of good governance through (1) increasing production, income and employment and (2) increasing access to basic services in the sectors of water, sanitation & hygiene, and renewable energy. The East and Southern Africa (ESA) Region of SNV includes Ethiopia, Kenya, Mozambique, Rwanda, Southern Sudan, Tanzania, Uganda, Zambia and Zimbabwe.
SNV Zambia has streamlined its support to contribute to two impact areas: increased production, incomes and employment (PIE); and improved delivery of and access to basic services (BASE), mainly water, sanitation and Hygiene. This vacancy announcement is related to MDG 7 target 10- halving by 2015 the proportion of people without sustainable access to safe drinking water and basic sanitation. This is translated to sector specific goals through the Zambia Fifth National Development Plan. SNV Zambia WaSH interventions embrace local economic development targets through facilitating creation of a conducive WaSH investment climate at the local level. SNV Zambia is seeking an advisor who can spearhead this process in the field.
The Senior WaSH Advisor will be based in Lusaka where the main Portfolio offices and the Country Offices are located, and will be making frequent visits to the Copperbelt and other provinces where SNV WaSH clients are.
Responsibilities
- Take up leadership to boost quality, visibility, applicability and up-scaling expertise in the country and to position SNV Zambia as a knowledgeable organisation with a clear profile and focus
- Take up leadership on external resource mobilization: identify opportunities, develop sector and concrete programs resource mobilization strategy, and manage proposals development for SNV team and clients
- Take the lead role in sector studies to identify constraints and opportunities and to develop market-based solutions and approaches
- Act as the lead advisor of a number of WASH clients and guide advisory teams to prepare, implement and monitor capacity development plans and assignment contracts to develop the capacity of government, private sector and civil society clients
- Stimulate private – public partnerships and facilitate joint action and the process/structures that promote decentralization and devolution of funds
- Conduct progress monitoring and assignment reviews with clients, and take an active role in impact studies
- Maintain up-to-date information on sector developments through an on-going analysis of trends and issues
- Provide policy input for positioning and profiling as well as for the direction of the WASH sector
- Develop and maintain a professional network with stakeholders at the central level for mutual learning and scaling up
- Facilitate sector coordination activities with other donors and INGO’s working on water supply and sanitation
- Initiate strategic partnerships with actors for joint service delivery, knowledge development, and resource mobilisation purposes
- Support the other WASH advisors and their clients by providing support to and where necessary coaching the other (national and international) WASH advisors to develop a strong expertise team
- Stimulate and create an enabling environment for knowledge sharing and learning within SNV but also between SNV, clients, and partners.
Candidate profile
- Masters Degree in Rural/Urban Water supply & Sanitation, Water Resource Management, Environmental Science, Natural Resource Management or a related field.
- Comprehension of WASH approaches and concepts
- Strong knowledge and experience in policy, planning and management issues related to the sector including WASH approaches and concepts
- Knowledge of public sector service planning, delivery and management
- Knowledge of good governance practices, and approaches dealing with gender-sensitive, social inclusion and empowerment principles
- Demonstrable high level of competence in training and advisory methods
- Understanding and ability to use problem and evidence-based approaches to capacity development
- Knowledge of value chain development approaches
- At least 7 years of experience in WASH service delivery and proved experience and success in resource mobilisation in the sector
- Professional work experience in developing countries; experience in Africa is preferred
- Experience in working in community-based water supply and sanitation program implementation and with service delivery mechanisms, including and cost recovery mechanisms
- Experience and working knowledge on the technical and social aspects related to operation and maintenance functions
- Experience in advisory service delivery, facilitation and training with public sector actors
- Experience in facilitating workshops, networking, building alliances and organisational and institutional change processes, knowledge development and ability to publish articles
- Readiness to work and frequently travel in rural areas with minimal amenities
- Excellent communication, facilitation and reporting skills;
- Partnership building and strategic relationship management; strategic analytical skills for sector analysis and identification of market-based solutions and knowledge development
- Survey, design, implementation, O&M and monitoring skills for the provision of rural water supply schemes and sanitation facilities
- Pro-active attitude, and active networking, lobbying and knowledge brokering skills with clients/partners;
- Coaching skills and knowledge searching skills
- Fluency in English including ability to write reports and articles
- Good computer skills including Microsoft Word, Excel and PowerPoint
Description duty station
Lusaka is the capital and commercial city of Zambia. It is centrally located from all the nine provinces of the country. Lusaka has all the facilities including social amenities available for all cultures and nationalities.
Health care services: Ultra modern hospitals and medical facilities in Lusaka both private and public. Specialised services also available in Johannesburg – (2 and half hours flight from Lusaka).
Safety: Very Good with a stable political climate
Accessibility: Good. Travel by air, road and rail to all regional destinations and direct flights to Europe
Education: International Schools available.
Contract Duration: 3 years
