Senior Advisor in Water, Sanitation and Hygiene (WaSH)
(Based in Mbale, Uganda)
International Contract
SNV is a Netherlands based, not for profit, non-governmental development organization, registered in the Netherlands in 1965 as a foundation. Working in 33 developing countries, SNV aims to contribute to poverty reduction and good governance by building the capacity of organisations and systems so that they can deliver on development objectives, achieve coherence, act, commit, adapt, and relate. We provide transformational change capacity development services around key development issues, and offer services to local, district and national organizations of all types, and to wider national systems. We deliver our services ourselves and through local capacity building organisations, always in partnership with key organisations. SNV works to address issues in water sanitation and hygiene; renewable energy and Agriculture; SNV services are organised and managed in regional blocks. These are East and Southern Africa, West and Central Africa, Asia, Latin America and the Balkans. Regional hubs serve as strategic business units that oversee operations and provide means to develop and share knowledge across countries and across regions. SNV Kenya falls within East and Southern Africa management region alongside eight other countries.
SNV Uganda is working in Rural WASH and WASH in schools. We have joint programs with UNICEF and IRC. Our current WASH team consists of 7 national advisors. We are looking for an international advisor who will bring in specific senior international competencies.
Main Responsibilities:
Advisory services
- Support the implementation, monitoring and reporting of the school and community WASH programme in partnership with UNICEF and district local governments.
- Develop systems for improved accountability, expenditure tracking, monitoring and evidence-based result management.
- Support initiatives of local actors to contribute to policy dialogue.
Knowledge Development
- Support the WASH team, LCB’s and clients in Knowledge Development, in collaboration with local and international knowledge institutes.
Product Development
- Support the improvement and up scaling of existing products and develop new innovative marketable products & services in WASH ESA, in collaboration with Local Capacity Builders and other organizations.
Partnership and Resource Mobilization
- Lead the development of new programs with new donors
- Coach colleagues and local capacity builders all responsibilities mentioned above with specific attention for gender equity, accountability and other Governance for Empowerment dimensions.
Requirements:
- Master’s degree in water resources management, development studies or institutional development and capacity building linked to water and sanitation.
- Work experience: minimum of 10 years of relevant working experience in developing countries, preferable also in Africa.
- Proven experience in capacity building, facilitation of multi-stakeholder processes, organisational learning, change processes and governance for empowerment.
- Proven experience in knowledge development, partnership & resource mobilization, planning, monitoring & evaluation of programs.
- Very good analytical skills combined with a practical approach oriented towards lasting results
- Excellent teamwork, coaching and communication skills
- Leadership according to SNV core characteristics and effective behavior
Description of duty station: Mbale, Uganda
Mbale is a medium size township in Eastern Uganda.
Medical situation: There is a regional government hospital in addition to other health centres and private clinics. There are no internationally staffed health centres of physicians in Mbale.
Security situation: Good
Accessibility: Mbale is about 3 hours away (by road) from Kampala the capital city of Uganda. Good telephone services, fax, email and internet facilities.
Education: There are good primary and secondary schools but not of international standard. Schools of international standard can be found in Kampala
Contract period: 2 years with possibility of extension
