ORGANIZATIONAL UNIT: Middle East Office, Cairo.
The Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations and regional civil aviation bodies to promote the implementation of ICAO’s policies, decisions, Standards and Recommended Practices (SARPs), regional and global safety, security and air navigation plans. It supports extensive meeting activities, disseminates information and encourages participation in ICAO activities. The Regional Office also provides technical assistance when requested.
QUALIFICATIONS & EXPERIENCE - ESSENTIAL:
A. Academic qualifications
University degree, preferably in an aviation or risk management-related discipline.
B. Professional experience and knowledge
1. Considerable experience (preferably ten years) in an international civil aviation security environment, including at least three years’ proficiency in the implementation of a national civil aviation security programme, international airport security programme or airline security programme.
2. Knowledge of and experience in the development, preparation and execution of aviation security technical assessment/audit programmes.
3. Knowledge of and experience in the organization and implementation of aviation security training activities using modern training methodology and modern training media.
4. Relevant experience in the correction of deficiencies in aviation security programmes.
5. A good working knowledge of international aviation policy and conventions, Annex 9 and Annex 17, the ICAO Security Manual, the ICAO MRTD Programme, and related documents, and ICAO/UNDP functions and organization, as well as the role of other related international organizations.

QUALIFICATIONS & EXPERIENCE - DESIRABLE:
A. Experience and knowledge
1. Sound experience in ICAO activities such as technical evaluations, training, preparation of AVSEC exercises, seminars and follow-up missions.
2. Experience in performing aviation security audits under the auspices of ICAO, a Member State or regional organizations.
3. Experience in the development and implementation of aviation security procedures and measures designed for the prevention of unlawful interference with civil aviation, including the management of responses to emergency situations and national/regional quality control activities.
4. Knowledge of the principles of operation and the use of specialized security equipment, such as X-ray, metal detectors, explosive vapour detectors, CCTV, and automatic access control systems.
5. Experience as an aviation security instructor with knowledge of the principles of learning and instruction.
MAJOR DUTIES:
Under the general supervision of the ICAO Regional Director, the duties of the Regional Officer, Aviation Security (RO/AVSEC) are to:
1. Provide and/or coordinate training, seminars and workshops; assistance to States on issues relating to aviation security and facilitation. Act as focal point for the assessment of nominees for ICAO AVSEC training conducted at Aviation Security Training Centres (ASTCs) in the Region. Undertake aviation security activities, mainly in the Region, including: the provision of specific technical assistance on aviation security; the planning and conduct of validation missions to States; and the preparation and conduct of training sessions and regional seminars. Ensure, through the conduct of missions or by correspondence, the constant provision of advice and assistance to States with reference to the formulation of national regulations, procedures and practices as it applies to ICAO SARPs and other guidance material on aviation security. Participate in the development and update of the AVSEC training programme and guidance material, in collaboration with the Air Transport Bureau (Aviation Security Branch) and ASTCs in the Region.
2. Support the effective implementation of the ICAO Universal Security Audit Programme (USAP) in the Region by: performing pre-audit and liaison functions with States; acting as a focal point for States and assisting them in their audit preparations and in the assessment of the States’ level of implementation of ICAO SARPs and the elements of an effective national civil aviation security system; serving as a USAP audit team member, performing post-audit follow-up action such as monitoring the implementation of States’ action plans for the correction of deficiencies; and participating in the quality management planning and improvement process of State aviation security systems by assisting in the development of new training and guidance material and system testing.
3. Establish and maintain a network of professional relationships with aviation security officials in Member States of the Region, regional organizations and other groups. Represent ICAO in meetings, seminars, workshops and conferences relating to the Organization’s activities. Provide regular reports on the status of implementation of AVSEC programmes in the region and their main results. Such reports should include information on trends concerning deficiencies identified and areas where special assistance is required. Keep abreast of developments and trends relating to aviation security and facilitation by studying relevant periodicals, reports and manuals.
4. Provide support to Member States prior to, during and following an event that may have implications for aviation security.
5. Perform other related duties as assigned.
DURATION OF APPOINTMENT: Appointment will be on fixed-term basis, initially until 31 December 2013 (first year is probationary for an external candidate).
