Role
* The Project Manager will manage and coordinate the implementation of projects in Moroto
* This will involve: the coordination of partner activities.
* Provision of both technical and strategic leadership; ensuring efficient project development and management; ensuring that systems and procedures are in line with VSFB policies, VSFB strategy, donor and legal requirements.
* The Project Manager reports to the Country Director- Uganda.
Main Responsibilities and Duties
* Responsible for the overall management and implementation of the project
* Create and organize the necessary infrastructure and work plans for successful project implementation.
* Responsible for project budgets and controlling its correct expenditures, in accordance with donor guidelines and project contracts.
* Monitor project activities including, reporting to donors through the Kampala Office.
* Supervise, manage and support project staff and conduct annual staff appraisal
* Participate in recruitment of staff for their respective projects, whilst ensuring comprehensive induction and overall management of staff performance.
* Participate and contribute in financial planning, reporting, budget reviews and project extension requirements.
* Support internal and external audit processes, monitoring and evaluation of his/her projects
* Provide quarterly project progress report and financial project reports to the Country Director- Uganda and Finance Manager.
* Representation of VSFB at local, national and regional levels.
* Ensure effective communication and information flow within the project Kampala office and the Regional Office Nairobi.
* Participate in relevant development networks
* Responsible for knowledge management within VSF Belgium
Essential or Minimum Requirements
Education
* University degree in management and /or development related field
* Post graduate training in organizational development, livestock development, community based, participatory approaches, and/or financial management.
Knowledge and experience
* Expertise in Drought preparedness and contingency planning
* Experience of working in other countries is an advantage
* Good knowledge of project cycle management
* Proven experience of managing partners
* Experience with proposal writing
* Very good knowledge of ECHO rules and regulations
* Experience with managing budgets
Skills
* Excellent management, planning, organizational and coordination skills
* Proven ability to work with a range of stakeholders including civil authorities, donors and project partners
* Excellent Financial and budgeting skills
* Computer literacy with very good MS Excel, Word and Power point
* Strong interpersonal and communication skills
* Good writing and reporting skills
* Ability to work independently, under pressure and meet strict deadlines
* Accuracy
* Ability to deal with conflict and crises
* Fluency in written and spoken English
* Ability to manage and motive a (multicultural) team
* Ability to prepare and present issues at all levels
