APOPO plans to replicate its TB detection model in Maputo, Mozambique. The Flemish Government has approved a first project phase of 18 months, which aims to enhance TB case detection in Mozambique.

ROLE TITLE Program Manager, TB Operations Mozambique
ROLE PURPOSE
1. Develop APOPO’s TB Operations strategy in Mozambique, in close cooperation with APOPO’s Head of TB Operations & Research.
2. Liaise with all stakeholders, including MISAU, operational partners and donors (FICA).
3. Negotiate and implement a Memorandum of Understanding (MoU) with the relevant stakeholders.
4. Be in charge of the preparation and implementation of APOPO’s TB Operations in Mozambique.
5. Develop and implement an appropriate patient follow-up system in collaboration with the DOTS centers.
EDUCATION Profile:
Relevant university degree:
- MD with specialization in Laboratory Techniques
- MSc / PhD in Biomedical Sciences
EXPERIENCE Profile:
- 3-5 years field experience in health care & development operations
- Experience in project management
- Experience in conducting health related development programs
- Fluent in English & preferably Portuguese
KEY RESPONSIBILITIES
1 Master APOPO’s TB detection technology with rats
- Get acquainted with and study APOPO’s SOP’s, including training methods, behavioral principles, laboratory and operational processes. This will require a stay of approx. one month in Morogoro, Tanzania.
- Complete the Certified Professional Rat Trainer’s course (theoretical part).
2) Develop APOPO’s TB operational strategy in Mozambique
- Develop and document short, medium and long term strategies for APOPOs TB operation program in Mozambique in line with APOPO’s strategic goals and in collaboration with APOPO’s Head of TB Operations & Research/CEO.
- Develop a project plan for implementation.
- Seek funding for operations both with traditional donors, such as Governments, but also with foundations and possible corporate donors.
3) Prepare and implement APOPO’s TB Project in Mozambique, including formalizing cooperation with stakeholders, preparing all aspects of the project and implementing the concept
- Initiate and establish APOPO’s presence in the field of TB, including the establishment of an APOPO office, the necessary administrative systems as required to support the project (registration, MoU, banking arrangements).
- Establish contact with central and local authorities and obtain the necessary permits and registrations, including accreditation if required.
- Liaise and negotiate MoU’s with local stakeholders.
- Recruit, contract and train Human Resources.
- Manage financial, administrative and logistic aspects of the project, in line with APOPO general policy systems.
4) Manage APOPO’s TB Project in Mozambique
- Plan and design project cycle.
- Implement tools, methodology and training modules for staff, including APOPO SOPs.
- Manage local human resources, logistics and assets.
- Write and submit regular progress reports to headquarters.
- Contribute to the publication of operational results in scientific journals.
- Ensure appropriate documentation of operational activities and regular reporting to the national authorities.
- Present APOPO’s work and concepts at conferences, workshops etc.
5) Be an active member of the management team
- Provide bi-monthly updates for the Board Bulletin.
- Participate in the management meetings on request.
- Report any relevant information about the project and stakeholders.
- Provide input to the communications team in support of the website or general communications.
6) Miscellaneous
- Assist other APOPO projects when appropriate.
- Contribute to promote APOPO’s TB Detection activities by writing reports and (scientific) publications, and representing the project to relevant forums.
