Chemonics seeks an experienced office manager/accountant for the Famine Early Warning Systems Network (FEWS NET III), the world's premier provider of high quality food security analysis and early warning. Created in response to the 1984 famines in East and West Africa, this $200 million, five-year activity (2012-2016) aims to collaborate with international, regional, and national partners to provide timely and rigorous early warning and analysis of potential, emerging, and evolving food security issues to inform appropriate humanitarian response. The project currently covers 31 countries with plans to expand over the next five years. This position is based in Juba, South Sudan.
The office manager/accountant will be responsible for all financial matters relating to the project, including managing the project's accounting transactions and books, monitoring project budget expenditures, and assuring proper financial reporting. The office manager/accountant will be based in Juba, South Sudan and will work under the direction of the national technical manager and/or his designate. Some regional travel may be required. Responsibilities: * Financial management: Supervise and manage all financial and accounting operations including but not limited to maintaining or verifying petty cash transactions, reconciling petty cash balances weekly, reconciling bank accounts monthly, and requesting funds as necessary through wire transfer from the home office.
* Record keeping: Enter accounting transactions into Abacus Software daily, assist home office field accounting and project management staff in reconciling intercompany accounts, respond to home office accounting questions or concerns. Prepare backup documentation for each transaction before submitting it for approval and issuing payment. * Procurement and inventory management: Supervise procurements and the maintenance and marking of all equipment, materials, and supplies. Verify vendor invoices and deliveries, and make sure that supporting documents are received and correct. Maintain equipment inventory, verifying all inventory items twice a year to make sure that the value of items matches the total value indicated in the inventory report. * Manage all vendor accounts: Review all vendor invoices for accuracy. Monitor vendor balances. Issue and send checks signed by the chief of party to appropriate beneficiaries. * Payroll, travel expenses, and expense reports: Conduct payroll and make disbursements. Monitor and track personnel benefits, including vacation and sick day balances. Process and submit documentation and personnel taxes (as required by local law) to the Ministry of Finance. Process travel advances to local staff and follow-up on outstanding balances. Verify and process expense reports generated by the staff. * Financial monitoring: Work with the national technical manager and home office team to develop a management system for monitoring the budget for level of effort. Assist the technical departments with the financial monitoring of activities in the field according to established procedures and calendars. Contribute to the preparation of financial reports. Upon financial audit, provide the support necessary to the auditors and assure the implementation of any audit-based recommendations. * Supervisory responsibilities: Provide oversight and supervision to office administrative assistant and driver, if applicable.
Qualifications: * Bachelor's in accounting or related field; masters preferred * Minimum of five years experience in accounting and financial and procurement management * Demonstrated excellent interpersonal skills and the ability to be a strong team player * Good professional demeanor and judgment * Ability to prioritize work assignments; capable of making decisions that will foster timely work completion * Previous supervisory experience preferred * Excellent organizational skills and attention to detail * Ability to perform well with minimal supervision * Demonstrated leadership, versatility, and integrity * Advanced computer skills in MS Office software, word processing, and spreadsheets * Excellent speaking and writing skills in English required
