Role and Responsibilities
To facilitate the objectives of the South Sudan programme, by meeting the logistics requirements (including management of supply chain, vehicles and assets) of all Medair projects, in a timely, efficient and accurate manner, while also meeting relevant information, reporting and accountability requirements.
Project Overview
Multi-sector relief and rehabilitation programme including: provision of primary and emergency health care, water and sanitation, and non-food items and emergency shelter to assist in reducing morbidity and mortality in vulnerable populations of South Sudan.

Key Activity Areas
Logistics Management
Supply Chain Management
· Management of necessary supply chain to ensure all Medair field projects receive required supplies and equipment accurately, on time, in budget and to required quality.
Fleet Management
· Management of fleet of vehicles, boats and drilling rig to ensure optimum fleet availability, usage and accountability (including: vehicle procurement, scheduling, maintenance, replacement, and reporting; and driver training, authorisation and supervision), in line with Medair guidelines.
Equipment Management
· Management of all Medair equipment (including assets), to ensure optimum availability, usage and accountability (including procurement; allocation; registering/inventory tracking; maintenance; replacement; and reporting) in line with Medair guidelines and other relevant best practice.
Policy and Procedures
· Define, monitor and enforce Medair HQ logistics policy, procedures and guidelines across the South Sudan Programme, in order to ensure that all logistics activities meet beneficiary, project, Medair and donor requirements.
Financial/Grant Management
· Provide support/advice to project managers, particularly with regards to logistics costs, when preparing their project budgets.
· Ensure correct spending on budgets with regards to non-project specific equipment and supplies.
Staff Management
· Ensure that logistics staff (International, Kenyan, or National Recruited Staff) are adequately trained and provide opportunities for mentoring and coaching where necessary within budget constraints.
· Ensure good accountability and reduction of the possibility for fraud.
Administration/Communication
· Ensure that each field site has an appropriate collection of technical manuals and books on procurement and other responsibilities of the logistician.
Qualifications
· Relevant higher level qualification or equivalent work experience
· Professional qualification in logistics or training in Supply Chain Management, Business Management or a related field desirable
· RedR Logistics Course or equivalent desirable
· Must be holder of a valid driving license
Experience / Competencies
· At least 2 years previous management expertise (project and staff) in any setting
· Previous work experience in logistics, preferably in humanitarian aid programmes
· 1 year previous overseas experience in relief or rehabilitation setting
· Strong leadership skills and a supportive management style
· Excellent organisational and communication skills
· Comfortable negotiating with suppliers and authorities
· Capacity to identify professional development needs in staff members and to address them
· Capacity to give spiritual support
· Ability and flexibility to understand the cultural and political environment
· Advanced planning, assessment and analytical skills
· Problem solving ability
· Good numeric and report writing skills

Working Conditions
· Majority of work is in office setting in Juba, where Medair has an office/team house. Living conditions in the house are basic.
· Supervision visits to the field are needed where working and living is extremely basic.
· The pace and hours of work are demanding, requiring resilience and stamina. Team works usually a 5 day work week with R&R every 10 weeks.
