Key Responsibilities
Administration:
- Responsible for the administrative management of the human resources in IO mission in the country
- Manages all contracts and negotiates the terms for the coordination and the field
- Organises the filing and dispatching of the mission's documents
- Ensures that proper and current legislation and policies are respected
Expatriates:
- Passes recruitment needs on to the headquarters and sends the job profiles
- Contributes to the writing of job profiles of Admin. Fin. Officer positions
- Welcomes expatriates and gives a specific administrative and cultural briefing, organises the others briefings with the coordination team members
- Takes charge of the administrative follow-up of expatriates: renewals of visas, R&R/Annual leaves planning, work permits, flights bookings
- Together with the Emergency Manager, sets up the framework for taking charge of expatriates according to the local situation: per diem, housing
- Responsible for ensuring access to information on health services and repatriation in case of emergencies in collaboration with the Emergency Manager.
- Monitors the use of human resources management tools for the coaching personnel (debriefing form, job profile, tasks description, end of mission forms...)
- Updates the departure's briefing and transmits it to headquarters
National Staff:
- Hires the administrative personnel of the coordination and ensures the professionalism in the recruitment procedures
- Holds a personnel register (list and individual file)
- Gathers information and applies the national labour legislation, follows IO's obligations as an employer, writes the standard work contracts and passes them on to the field
- Follows all the national staff contracts and insures they signed by the Country Director
- Ensures the internal regulation is known by everybody and respected (work schedule,disciplinary process, social coverage, extra hours, leaves, premiums...)
- Follows and corrects if needed the date bases for the entire mission
- Ensures the homogeneous implementation of national personnel management in all projects and gives the teams standard forms (charts, job profiles, Abora/evaluations)
- Organises and supervises the work of the administrative personnel and house personnel (update of organisational chart, elaboration of job profile,...)
- Takes care of national personnel's training and professional development
- Implement national HR policies, decisions made by HQ
- Ensures with the Emergency Manager initiatives are put in place for development and integration of a good communication tools for national personnel to better know IO( meetings, information sessions)
Experience and Skills
- At least 2 years' experience in similar posts
- Ability to act as a part of a multi-cultural and multidisciplinary team
- Ability to mediate
- Adaptability to changing contexts
- Good knowledge of English language, both written and spoken
Working conditions
- Contract of employment: Contract for 3 months
- Salary: According to the Intermón Oxfam country salary scale + perdiem

- Holidays: 27 working days per year 2012
