Role and Responsibilities
To develop, lead, monitor and evaluate the health and nutrition part of the country programme; to provide capacity building for national and international staff; leading on all health and nutrition elements of proposals and reports. Co-ordinating and networking at senior level with national and regional health authorities and other NGOs. Championing best practice (international and Medair) in all health and nutrition programmes.
Project Overview
Multi-sector relief and rehabilitation programme including: provision of primary and emergency health and nutrition services, water and sanitation, and non-food items and emergency shelter to assist in reducing morbidity and mortality in vulnerable populations of South Sudan.

Key activity areas
Medical Programme Management
· Assist in developing the Health and Nutrition strategy appropriate to the Country Strategy in consultation with Country Director (CD), Deputy Country Director (DCD), and the Health and Nutrition project managers as well as the HQ Health & Nutrition Advisor.
· Assist in the development of project sheets, concept notes, proposals, gift-in-kind requests and activity plans, using the results from baseline data Health and Nutrition surveys as a guide for project planning, especially Health and Nutrition aspects of the programme.
· Set clear objectives and indicators for the project implementation in consultation with the CD, DCD and Health and Nutrition Project Managers.
External Representation and Public Relations
· Attend relevant Health and Nutrition Cluster Meetings, as well as meetings of relevant working groups under the Health and Nutrition clusters.
· Communicate important information from cluster and sector meetings to CD, DCD, Health project managers.
· Act as Medair Health and Nutrition focal point for all related matters (MoH; UNICEF; WFP; UNFPA; WHO).
· Develop and maintain relationships with UN, NGOs, donors, partners and other stakeholders, with the objective of raising public awareness of Medair and ensuring good co-operation and partnerships.
Staff Management
· Provide support to the CD, DCD and Health and Nutrition programme managers in recruitment of Health and Nutrition staff.
· Advise project managers in training planning of Health and Nutrition staff, including planning and development of training material.
Logistics
· Advise on the procurement of health and nutrition related supplies.
· Ensure drug and medical supply orders from the different field locations are coordinated and submitted in a timely fashion.
Administration / Communication
· Assist and advise in reporting of health and nutrition activities.
· Develop and maintain a transparent, honest and supportive communication structure with the team members, so as to uphold a spirit of unity and mutual respect.
Security Management
· Adhere to the security guidelines employed by Medair on site and when travelling.
· Provide advice and support on security related issues while on field trips if required.
· Attend security meetings when required.
Qualifications
· Clinical degree (nurse or doctor), or Public Health degree
Experience / Competencies
· At least 3 years’ experience of managing Primary Health Care (PHC) programs in developing countries, with at least 1 year in humanitarian emergency context
· Experience in activity planning and time management
· Experience in training/mentoring staff; Strong relational skills
· Self-motivated and able to take responsibility
· Able to take the initiative in project decisions
· Capacity to work under pressure and to tight deadlines
· Clear verbal and written communication skills; Able to express views clearly
· Creative and open minded

Working Conditions
· Majority of work is in office setting in Juba where Medair has an office/team house. Living conditions in the house are basic.
· Supervision visits to the field are needed, where working and living conditions are extremely basic.
· The pace and hours of work are demanding, requiring resilience and stamina. The team usually works a 5 day week with Rest & recuperation every 10 weeks
