Role and Responsibilities
Provide technical advice and support to key staff in the development of strategy, proposals, project planning and implementation, reporting and M&E of Medair Health sectors in Congo. Ensure that projects comply with / progress towards key standards and best practice. Oversee capacity building and health of the medical staff. Act as Health Focal Point for UN, NGOs, donors, and key stakeholders, developing and maintaining good relationships. Ensure that Beneficiary Accountability is an integrated part of the Health programme.
Project Overview
Emergency health projects targeting displaced, war-affected and vulnerable populations in N.E. Congo. Projects aimed at long term and sustainable behaviour change in general population and state health employees to improve public health outcomes. Potential projects include emergency responses and/or expansion of initial programmes into areas with critical needs.

Key Activity Areas
Health/Technical
· Receive and review monthly medical data sheets to identify issues or trends and assign corrective action where necessary.
· Assist in the development of project sheets, concepts and proposals using the results from baseline data Health surveys as a guide for project planning, especially Health aspects of the programme.
· Assist in developing the Health and Nutrition strategy appropriate to the Country Strategy in consultation with management and key Health and Nutrition project managers as well as HQ Health Advisor.
· Set clear objectives and indicators for the project implementation in consultation with the management and key Health and Nutrition project managers.
· Assist in development of Health and Nutrition project activity plans, design in collaboration with the project managers.
· Advise in the conduct of regular monitoring and evaluation assessments against project objectives.
· Supervise and monitor the development of reporting systems for data collection (qualitative and quantitative), analysis, follow-up and feedback to involved staff, donors, partners and other agencies.
· Contribute to the Health updates in the monthly sitreps.
· Ensure sectoral integration, learning, sharing and adoption of best practices as outlined in Sphere and the region to ensure the quality of projects.
· Support the Health sector by the improvement and further design of this sector in the Medair e-library, on approved and appropriate practices.
· Advise and assist in assessing Health emergencies, planning and development of surveys.
· Advise and make recommendations for follow up and intervention strategies.
· Advise the Health project managers on new guidelines and protocols and keep them up to date on new methods and ideas by keeping up with relevant journals and circulated protocols, and attending requested trainings.
· Ensure health programmes are meeting D.R. Congo and International Health guidelines.
· Provide capacity building and management for Health Project Managers and Managers in the field including assessing individual skills and training needs and providing on-site training where applicable.
· Assist in development, integration, implementation, and improvement of Beneficiary Accountability.
· Responsible for staff health within the whole programme as the country focal point for health.
External Representation and Public Relations
· Attend relevant cluster and sector meetings and pass on important information to management and key Health and Nutrition project managers.
· Act as Medair Health focal point in Bunia, Kisangani and Kinshasa for health related matters (MoH etc).
· Develop and maintain relationships with UN, NGOs, donors, partners and other stakeholders, with the objective of raising public awareness of Medair and ensuring good co-operation and partnerships.
Staff Management
· Provide support to the management and Health programme managers in recruitment of Health staff, including development of the related job descriptions.
· Provide cover for the Health Project Managers when they are away from the field.
· Advise project managers in training planning of Health staff, including planning and development of training material. Provide and deliver on inductions, training, resources and material.
· Contribute to the appraisal of Health programme managers regarding their technical skills as well as drafting the related job description.
Qualifications
· Clinical degree (nurse or doctor) or Public Health Degree required
· Clinical degree with Public Health strongly preferred; Medical Doctor desirable; Midwifery desirable
· Trauma Training desirable; Nutritional Expertise desirable; Degree in Tropical Medicine desirable
Experience / Competencies
· At least 3 years’ experience managing Primary Health Care programmes in developing countries, with at least 1 year in humanitarian emergency context and experience setting up / managing emergency nutrition programmes
· At least 1 year managing and coordinating emergency responses – outbreaks, displaced populations, and / or nutritional emergencies preferred
· 3 years of overseas experience
· Strong working knowledge of French (Oral and Written) required; Swahili / Lingala skills desirable
· Team player with good interpersonal skills; Experience in training/mentoring staff
· Clear verbal and written communication skills; Experience at cross-cultural communication techniques
· Competency with a statistical database such as EPI Info, SPSS, or STATA desirable

Working Conditions
· Based in Bunia, often travelling to Kinshasa, and field bases. Occasional insecurity may cause periods of restricted movement. Good living conditions with the team living in a large house (and spacious garden).
