Role and Responsibilities
Manage the finances and finance team for South Sudan programme, in accordance with Medair standards.
Project Overview
Multi-sector relief programme incorporating provision of Emergency and Primary Health Care, Water, Sanitation and Hygiene Promotion, and distribution of relief goods with the aim of assisting in the reduction of morbidity and mortality in vulnerable populations in the country. The South Sudan programme operates static sites and an Emergency Response Team across all ten states.

Key Activity Areas
Finances & Accounting
· Coordinate the preparation of a monthly financial reporting (consolidated expense sheets), detailing expenditure taken place in the field office and project sites.
· Coordinate the preparation the monthly Cash Needs Forecast as well as the transfers needed between locations for a multi-million dollar country programme.
· Coordinate the management of day to day accounting functions including regular cash verification, bank and balance sheet accounts reconciliations, defining and managing financial needs and resources to ensure sufficient cash-flow and accountability of the project during its whole life span.
· Ensure all financial internal controls are in place in accordance with Medair Financial guidelines, South Sudan specific ‘Financial Accounting Procedures’ and donor requirements.
· Further develop and improve, in consultation with HQ, financial administrative processes
· Prepare for, lead and support all internal and external audits.
· Work with the other directors and managers in the preparation of budgets for donors proposal submissions. Review draft budgets and ensure that high quality budgets are submitted to HQ for review.
· Provide financial updates for the Quarterly Management Team meetings and translate technical financial documents into understandable management information (like SAS).
Administration
· Occasional cover for the Juba based Finance Officer, handling daily cash and bank transactions
· Coordinate the financially related administrative requirements placed by Medair, donors, the local government suppliers/contractors, or other actors, in order to allow Medair's programme to function smoothly, effectively and with integrity.
· Authorise banking transactions, through electronic banking, for expenditures in Kenya including sample testing on completeness of Finance & Logistic packages.
Staff Management
· Oversee all finance staff working in South Sudan, including recruitment, appraisal, management, development & training, general well-being, job descriptions, work schedules, leave requests, disciplinary procedures, etc.
· Provide training to project managers and other budget or cash account holders on the internal controls in place and on the financial requirements of donors.
Communications
· Develop and maintain a transparent, honest and supportive communication structure with the office staff, the field sites (so as to ensure they are kept informed of financial activities etc.)
· Organise and lead one Finance workshop per year for key finance staff.
· Ensure all BvA’s and key financial documents are distributed timely to budget holders.
Security Management
· Overall responsible for the safety of cash held on site and transfers to other account holders.
· To be responsible for the monitoring of financial controls and checks that are used and ensure all staff are trained in the procedures with regular internal audits being made.
Qualifications
· Bachelor of Commerce accounting/finance option, or Business Administration Degree finance Option or,
· Certified Public/Chartered Accountant
Experience / Competencies
· 5 years’ experience in accounting of which minimal 2 years line management
· Minimum of 2 years of NGO finance management
· Knowledge of major donor procedures
· Windows operating software, Microsoft Office, especially good skills in Excel
· Accounting software experience, like Serenic Navigator, SUN systems, Quickbooks
· Initiative taker, self-supervising /critical, dynamic, trustworthy, team builder, self-confident
· Analytical, empowering, accountable, able to think creatively and solve problems

Working Conditions
