The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its Headquarters in Vienna is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the Treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 321 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Duties and responsibilities:
Under the supervision of the Chief, Policy Planning and Operations Section, On-Site Inspection Division (OSI), to;
- Prepare the conceptual approach and design (hardware, software and ergonomics) for a Geographical Information System (GIS) for integration into the OSI Operational Support Centre (OSC); take part in relevant conferences, seminars or meetings in relation to communication, GIS information management systems and satellite imagery; elaborate the conceptual approach and design for a Field Information Management System (FIMS) for OSI operations based in the field;
- Develop and update technical requirements and specifications for hardware and software for the databases and communications to be used by inspection teams, design specialized databases and provide support within the Division;
- Contribute to the OSI communications concepts; identify communications technologies for testing; survey communications technologies to identify and test equipment; search and identify, validate, obtain and regularly update geographical databases and create multisource maps, merge digital satellite data and digital map data for use in exercise planning;
- Participate in the design, curriculum preparation and implementation of GIS; FIMS and OSI communication training courses; contribute to OSI exercises and experiments in GIS, FIMS and communications;
- Participate in on-site inspections or exercises as required, including working in remote areas, for lengthy periods and on short notice;
- Perform other duties as assigned.
Qualifications:
- University degree in computer sciences, radio communications or a related field;
- At least five years relevant working experience two years of which should have been in an international environment; experience in installing, configuring and maintaining databases, including working with SQL, interface databases and a network database environment; experience in radio communications and information security policy;
- Excellent written and oral communication skills in English are essential. Working knowledge of one of the other official languages of the CTBTO Preparatory Commission is an asset.

Remuneration/Contract:
Depending on professional background and experience, indicative tax-free annual net base salary (inclusive of a variable element for post adjustment) from US$86,553 (without dependants) and US$92,726 (with dependants), subject to deductions of contributions to the CTBTO Provident Fund and Health Insurance Scheme. Additional benefits include, when applicable, dependency allowance, education grant for children, rental subsidy, six weeks vacation per year, home leave travel every two years. Initial contract for a fixed term of three years.
