The International Development Law Organization (IDLO) is seeking a Climate Finance Legal Specialist to join our Economic Growth and Trade Programs, working from the Nairobi Field Office. The successful candidate will be based in Nairobi, Kenya and will work under the direct supervision of the Climate Finance Legal Specialist, IDLO. They will be responsible for delivery of the Kenya National Climate Change Response Strategy (NCCRS) Climate Law SC2 Program alongside other Field Office Team members, and for developing and implementing new legal programming on climate finance in Africa.

IDLO Vacancy – Field Legal Specialist, Climate Law Programs in Kenya
Key responsibilities:
- In the context of a workplan, deliver the Field Office Kenya NCCRS Climate Law SC2 Program including through research and writing on relevant legislation, policies, regulations and institutions in Kenya; in-country information gathering and consultations; and incorporation of findings into technical documents;
- Collect data on legislation, policies, regulations and institutions relating to climate change in Kenya, including in the areas of, inter alia: climate change, land tenure, environmental management, natural resources, water, energy, agriculture, protected areas and conservation, taxation, finance and investment and freedom of information;
- Activate IDLO’s targeted Legal Preparedness for Climate Change Initiative to assist in preparing drafting, reviewing and editing a comprehensive Legal Preparedness Assessment Report (LPAR), which reviews, assesses and makes recommendations on the legal and institutional framework for climate change in Kenya;
- Gather and respond to external and internal requests for technical information and research, including through memoranda of law and other communications on relevant legislation, policies, regulations and institutions in Kenya;
- In collaboration with the Climate Finance Legal Specialist, Climate Finance Legal Officer and Field Office Team, make recommendations on and draft an enabling policy and regulatory framework for climate change in Kenya;
- Represent the Program in-country, to the international community through missions to the UNFCCC COPs or elsewhere, and in preparing briefs and papers, as needed; and
- Assist in building networks and liaising with key actors and stakeholders in Kenya, including through attendance at consultations, meetings and workshops on behalf of the Field Office Team.
Requirements:
IDLO seeks a legal specialist with at least four (4) years of experience in researching, writing and editing legal texts and publications.
The ideal candidate should have law and masters degree in a related field, experience working in the field of climate change and proven knowledge of the Kenyan legal and political system. The Consultant will have excellent writing skills, and be capable of working long hours, responding rapidly to ad hoc requests, and meeting tight deadlines. Fluency in written and spoken English is required. Working knowledge of Swahili languages is advantageous.
