2.1 DIRECTOR OF PLANNING AND DEVELOPMENT - 1 POST
Reports to the Director General of EPZA. The Director of Planning and Development will head the Technical and Planning and Research units and will be responsible for coordinating development and maintenance of EPZ and SEZ sites. She/he will also be responsible for preparation of EPZA’s long and short term plans, periodic reporting of the Authority’s performance and for coordinating researches relevant to improving the Authority’s performance.
2.1.1 DUTIES AND RESPONSIBILITIES
Head of the Planning and Development directorate;
Chief advisor of the Director General in all matters related to Infrastructure Development, Research, Planning and Reporting;
Coordinating the acquisition of the EPZ/SEZ earmarked land across the Country.
Coordinating physical planning and development of EPZ/SEZ infrastructure and utility services.
Coordinating the management and efficient functioning of EPZA’s owned Industrial parks
Maintaining effective working linkages with relevant Ministries and other institutions to facilitate implementation of EPZ/SEZ projects.
Keeping abreast of trends in the fields of research, planning and marketing and recommending policies and programs to meet changing circumstances in EPZs and SEZs.
Coordinating preparation of strategic plans, annual work plans, budgeting and preparation of quarterly and annual reports.
Planning, developing and implementing strategies and monitoring tools for performance management of the Authority
2.1.2 QUALIFICATIONS AND EXPERIENCE
Masters Degree in Civil Engineering or Architecture or Quantity Survey or economics or its equivalent from a recognized institution.
Masters Degree in Business Administration or Project Management from a recognized Institution will be an added advantage.
Registered with relevant Professional Boards
At least eight (8) years proven experience in a senior management position in reputable organization, five (5) of which in a senior management position.
2.1.3 AGE LIMIT: Applicant should be between 35 and 45 years of age

2.2 CORPORATE SECRETARY - 1 POST
Reports to the Director General. The Corporate Secretary will be responsible for interpretation and fulfilment of corporate legal functions to the Board, the Authority and all Departments of the Authority
2.2.1 DUTIES AND RESPONSIBILITIES
Head of the Legal Unit and accountable for proper interpretation and fulfillment of corporate legal functions to the Board, the Authority and all Departments of the Authority;
Chief advisor to the Board and the Authority in all legal matters. In this context, shall be responsible for writing legal briefs and interpret laws and regulations relating to the Authority’s legal rights and obligations;
In consultation with the Director General, shall be responsible for convening all Meetings of the Board, preparing minutes thereof and coordinating reports on implementation of Board’s decisions and resolutions
Advise on the best way in which the Board may be represented in legal matters including suits, investigations and administrative proceedings;
Develop and recommend policies and procedures for drawing up, review and execution of major contracts and agreements;
Review and recommend changes in legislations relevant to the Authority;
Ensuring proper custody of all legal documents relating to the operations of the Authority i.e. the Authority’s Seal, Insurance Policies, Contract Documents, Minutes and Register of Licenses
2.2.2 QUALIFICATIONS AND EXPERIENCE
Bachelor degree in Law from a recognized Institution.
Masters Degree in Law will be an added advantage.
Registration with the High Court of Tanzania as an advocate.
At least eight (8) years proven working experience in Law, five (5) of which in a senior management position in a reputable organization as a legal/ corporation secretary.
2.2.3 AGE LIMIT: Applicant should be between 35 and 45 years of age

2.3 HUMAN RESOURCES MANAGER - 1 POST
2.3.1 DUTIES AND RESPONSIBILITIES
Responsible for all human resource management and administrative matters in the Authority.
Chief advisor to the management on all human resources and administrative issues in the Authority.
Monitoring and overseeing all staff and administrative matters.
Ensuring that the Authority’s personnel procedures are strictly adhered to.
Ensuring better working environment for all Authority’s employees.
Ensuring that the Authority’s succession plan is in place, meaningful and effective
2.3.2 QUALIFICATIONS AND EXPERIENCE
Bachelor degree in Human Resource Management/Public Administration or its equivalent from a recognized institution
Masters Degree in Human Resources; Public Administration; or Business Administration will be an added advantage
At least seven (7) years proven experience in a senior management position in a reputable organization, five (5) of which in human resource management.

2.5.1 DUTIES AND RESPONSIBILITIES
Promoting EPZA’s image locally and internationally
Preparing press releases, articles, and newsletters
Liaising with mass media on keeping the public abreast with EPZA’s developments
Arranging for press conferences and meetings for the Authority’s functions and events
Liaising with various stakeholder institutions and promote EPZA’s agendas in various initiatives
Examining and verifying public opinions and advising management on corrective measures
2.5.2 QUALIFICATIONS AND EXPERIENCE
Bachelor degree in Journalism/Mass Communication/Public Administration from a recognized Institution
At least five (5) years working experience in journalism, public relations or related field.

2.6 PROCUREMENT OFFICER II - 1 POST
DUTIES AND RESPONSIBILITIES
Preparing the Authority’s Annual Procurement Plans and Budgets.
Preparing the Authority’s Tender Documents and periodic reports for both internal and external users.
Coordinating short listing of tender applications.
Maintaining up-to-date filing systems on pricing and vendors to ensure immediate and accurate access to information.
Providing timely advise to the Head of Procurement Unit on all matters pertaining to procurement;
Preparing consumption summaries for appropriate future planning.

2.7.1 DUTIES AND RESPONSIBILITIES
Assisting the Promotion Manager in identifying and analyzing Authority’s promotional strength and weaknesses and in responding to opportunities and threats accordingly.
Implementing promotional plans and campaigns in consultation with the Promotion Manager;
Participating in activities which promote new investment in EPZ & SEZ.
Building, maintaining and searching for activities which will promote the Authority’s products and services.
Monitoring marketing results and measuring results against goals set.
Preparing action plans for attracting prospective and potential clients.
2.7.2 QUALIFICATIONS AND EXPERIENCE
Bachelor degree in Marketing, Business Administration or equivalent from a recognized Institution.
2.7.3 REMUNERATION

2.8 INFRASTRUCTURE DEVELOPMENT OFFICER II - 1 POST
2.8.1 DUTIES AND RESPONSIBILITIES
Participating in the preparation of annual plans and implementation reports for development projects
Coordinating land surveys, valuations, feasibility studies, master planning and implementation of infrastructure projects.
Reviewing infrastructure development plans submitted by EPZ/SEZ developers
Participating in certifying completed infrastructure projects
Overseeing preventive and routine maintenance of infrastructure within SEZs/EPZs
Monitoring EPZ/SEZ developer’s compliance with construction guidelines
Supervising preparation of construction designs, land use plans in accordance with EPZA’s guidelines

2.8.2 QUALIFICATIONS AND EXPERIENCE
Bsc in Civil Engineering or its equivalent from a recognized University
Registered with Engineers registration Board

2.9 RESEARCH AND PLANNING OFFICER II - 2 POSTS
2.9.1 DUTIES AND RESPONSIBILITIES
Assisting the Research and Planning Manager in preparing Strategic plans, annual work plans and budgets
Assisting the Research and Planning Manager in keeping abreast of trends in the fields of research, planning and marketing and recommending policies and programs to meet changing circumstance in EPZs and SEZs
Supporting the Research and Planning Manager in undertaking monitoring and evaluation of EPZA’s planned activities
Supporting the Research and Planning Manager in coordinating the development of the Authority’s operational performance management tools for monitoring the operational performance of the Authority
Collecting data and information for statistics and publication purposes
2.9.2 QUALIFICATIONS AND EXPERIENCE
Bachelor degree in Economics or its equivalent from a recognized institution.

2.10 SENIOR INTERNAL AUDITOR II - 1 POST
Reports to the Director General of EPZA. The Senior Internal Auditor II shall be the chief advisor to the Board on all matters related to governance, risk management and internal controls.
2.10.1 DUTIES AND RESPONSIBILITIES
Developing comprehensive audit plans and programs with a view to establishing adherence to established policies, procedures and regulations
Assessing the degree of adherence to the Authority’s operational policies and procedures by different departments

Conducting regular financial audits of to ensure up to date financial records are kept and that approved management and accountancy procedures are followed
Ensuring that the Authority’s assets are adequately controlled, safe guarded and insured
Setting and continuously evaluating departments performance with a view to maintaining high standards and keeping the staff morale high
2.10.2 QUALIFICATIONS AND EXPERIENCE
Masters Degree in Accounting, Finance, Commerce or any other related field from a recognized University.
CPA/ACCA/CIA/CISA or other equivalent professional qualification
At least five (5) years experience in auditing.
2.11 PERSONAL SECRETARY II - 1 POST
2.11.1 DUTIES AND RESPONSIBILITIES
Communicating and providing information by relevant methods internally and externally to assist and enable organizational operations and effective service to connecting groups
Interpreting instructions and issues arising, and then implementing actions according to administrative policies and procedures
Maintaining a diary of appointments, advising/reminding about these appointments
Receiving and answering fax/telephone calls/intercoms, giving information to callers and circulating information to appropriate officers.
Filing minutes, correspondence and other documents and maintaining files in secure custody places using laid down office procedures.
2.11.2 QUALIFICATIONS AND EXPERIENCE
Certificate of Ordinary Level Education plus a Secretarial Certificate from a recognized institution
Computer literate and excellent knowledge and command of Microsoft Office applications (World, Excel, Access, PowerPoint)
2.11.3 REMUNERATION

PRINCIPAL TECHNICIAN II – 1 POST
4.6.1 DUTIES AND RESPONSIBILITIES
Ensures availability of materials and equipment and their safe custody;
Supervises junior technicians;
Supports lecturers and Instructors in their teaching, research and consultancy services
Trains or conducts orientations for newly recruited technicians;
Conducts routine repairs and regular maintenance of equipment in the respective laboratory workshop.
Performs any other duties as may be assigned by the relevant senior staff.
4.6.2 QUALIFICATIONS AND EXPERIENCE
Ordinary Diploma/FTC in either Science or Laboratory Technology or its equivalent plus at least nine (9) years of working experience in a similar profession or career.
4.6.3 REMUNERATION

4.7 PRINCIPAL DRIVER – 1 POST
4.7.1 DUTIES AND RESPONSIBILITIES
Types all general correspondence and non-confidential matters
Drives Institutes vehicles.
Maintains logbooks.
Ensures safe-keeping of the vehicle and its tools.
Maintains disciplined behavior, smartness and proper conduct in rendering services.
Maintains cleanliness of the vehicle and tools.
Reports promptly any defects or problems detected in the vehicle.
Undertakes minor repairs when necessary.
Keeps record of movement of vehicles.
Diagnoses more complicated problems in the vehicle needing repair.

Form IV Secondary Education with passes in Kiswahili and English. He/She must have a valid Class C clean Driving License plus Trade Test Grade I /Level III Certificate from a recognized Institution such as NIT or VETA with a working experience of at least six (6) years in a similar profession/career.
4.7.3 REMUNERATION

4.8 SENIOR SUPPLIES ASSISTANT I – 1 POST
