Background
Community Led Total Sanitation (CLTS) has had remarkable success since being introduced in 2008. Many villages triggered through CLTS have now become Open Defecation Free (ODF) with many new latrines built by households that used to use the bush. However, there is a concern that these gains may not be sustained as some latrines fall into disrepair or collapse during the rainy season due to their temporal nature.
In order to understand the situation in rural areas UNICEF commissioned a sanitation marketing In rural areas in order to effectively develop a strategy and action plan that is based on evidence. Among other issues, the research established that rural areas in Malawi have a limited sanitation options; latrine ownership is associated with household spending; motivations to own an improved latrine are durability, improved social status and privacy and non-existence of any profitable business model supporting merchandise on sanitation.
UNICEF is therefore, seeking the services of an expert to interpret the findings of a market research, develop a viable rural focussed sanitation program to be started in three districts and rolled out to other following the experienced gained.
Expected skills and qualifications:
The consultant is expected to have the following major qualifications and competencies:-
1. Education
• A master’s degree(s) in social sciences/ environmental science, or related field
3.2. Work Experience:
• At least 5 years experience in international development, including Water and Sanitation sector;
• Experience in private sector development;
• Experience in research on sanitation marketing.
• Outstanding listening as well as verbal and written communications skills and the ability to express complex strategies in simple and actionable terms;
• Excellent communication skills and leadership skills, with experience of delivering high quality reports.
1. Durations:
4 Months
2. Specific duties and responsibilities include:-
Under the general supervision of the Chief of WASH the consultant will develop and establish the following in close collaboration with districts and relevant Ministries:-
1. Together with the relevant parties and based on the findings and recommendations of the sanitation marketing research introduce sanitation marketing in 3 districts ( Salima, Nkhata bay and Mangochi) Considering:-
a. Product and Price: Outline range of current latrine options and establish sanitation marketing center of excellence for developing technological innovations for latrines, sharing information and providing training to sanitation enterpreneurs (follow up on dialogue with Mzuzu University on establishing a SMART Center)
b. Place: Develop business model(s) for sanitation marketing introduced to 3 districts
c. Promotion: Develop a communication plan to support sanitation marketing including key messages and communication materials;
d. Policies and Partnerships; Suggesting policies, strategies and monitoring system for improving sanitation marketing success.
2. Based on the experience from introducing sanitation marketing to the 3 districts develop a sanitation marketing strategy for other districts to take up
3. Together with Plan International support national sanitation marketing workshop
4. Develop and support scale up of sanitation marketing programme to the 15 WASH districts.
5. Provide guidance and support as required to the self-supply project facilitating the private sector to provide water supply services directly to the household (without subsidy for hardware)
