The Preparatory Commission for the Comprehensive Nuclear Test Ban Treaty Organization with its Headquarters in Vienna is the international organisation setting up the global verification system foreseen under the Comprehensive Nuclear Test Ban Treaty (CTBT), which is the Treaty banning any nuclear weapon test explosion or any other nuclear explosions. The treaty provides for a global verification regime, including a network of 321 stations worldwide, a communication system, an international data centre and on site inspections to monitor compliance.

Background:
The International Monitoring Systems Division, Monitoring Facilities Support Section (IMS/MFS) is responsible for the Database of the Technical Secretariat (DOTS). The DOTS is at the core of the configuration management and logistic support frameworks of the Provisional Technical Secretariat (PTS). It supports dissemination of logistics related data by means of a reporting functionality delivered through a web interface and based on the Crystal Enterprise & Business Objects technologies.
Given the growing informational needs of the various user groups of the DOTS, the MFS is looking for a highly qualified consultant with knowledge and experience in analysis, design and development of Business Intelligence (BI) products as well as in the setup and administration of BI systems. The consultant will help with the organization, standardization and enhancement of the portfolio of analytical reports and with the establishment and reinforcement of a well-documented and efficient IT infrastructure in support of BI and corporate data dissemination services.

Duties:
- Review and standardize the existing portfolio of analytical reports;
- Gather requirements, analyse, design, develop and publish BI reports and other informational products;
- Install and administer Crystal Enterprise and Business Objects suites, and train MFS staff in the use of such suites;
- Write functional and technical documentation related to the BI IT infrastructure and the portfolio of available reports; and
- Perform any other related duties that may be assigned by the Head of the Logistics Support Unit in the Monitoring Facilities Section of the International Monitoring Systems Division. (IMS/MFS/LS).

- University degree in computer science or related discipline. A strong IT background is required;
- High level of expertise with SQL and PL/SQL languages and Oracle 10/11 RDBMS; ability to extract and process data from multiple IT platforms and sources;
- Professional expertise in the following BI software, including installation, troubleshooting, system administration and development of reports:
- Crystal Enterprise, Crystal Reports, Business Objects XI (administration, designer, web and desktop clients);
- Working proficiency in project management principles and techniques, preferably with the PRINCE2 standard; and
- Excellent oral and written communication skills in English language together with experience in writing and editing functional and technical documentation.
Desirable:
- Experience with the design of executive dashboards, scorecards and analytic applications; web design, GUI design and data visualization; BOCP-CR Certification; SQL and/or PL-SQL Certification;
- Knowledge of the ITIL framework;
- Knowledge of document management and quality assurance of documentation; and
- Knowledge of IMS monitoring technologies and systems or similar.
