Consortium Coordinator
Beginning March 2012 DCA, contracted by the Ministry of Finance, Planning and Economic Development (MFPED) with funding from Karamoja Livelihood Programme (KALIP) 10 European Development Fund, will be coordinating a consortium comprising three other agencies (ACTED, C&D, CPAR Uganda), implementing in Karamoja a project called Livelihood Protection and Enhancement through the Development of Productive Assets in Nakapiripirit and Amudat Districts, Karamoja Region for eighteen months. DCA is therefore seeking an experienced Consortium Coordinator to manage and coordinate the action.
As Consortium Coordinator you will ensure the overall coordination of the implementation of the action. The action is part of the broader GoU Karamoja Livelihood Programme whose aim is Developing Productive Assets in Karamoja to protect and enhance livelihoods. The action will synergize with interventions by other players, particularly the IINFAO to enhance the effectiveness and efficiency of all activities. The action will utilise mainly labour-intensive methodologies to develop communities’ productive assets where Cash for Work (CfW) will be the main cash transfer mechanism. Participating men and women will be encouraged to form and utilise Village Savings and Loans Associations (VSLA) as a means to encourage savings and access micro-credit in order to enhance incomes and livelihoods. Furthermore the project will ensure close cooperation with other relevant stakeholders especially at district levels to achieve enhanced benefit to the communities. The Consortium Coordinator reports to the Programmes Coordinator.
Basic Facts about the Project and Position:
Contract period: 1st April 2012 – 31 September 2012 (subject to change)
Implementing Partners: ACTED, C&D and CPAR Uganda.
Geographical Area: Karamoja (Amudat & Nakapiripirit Districts).
Total Budget: EUR 1.27Million.
Main Sectors: Water, Community Access Roads, Manyatta Gardens and VSLA
Duty Stations: Moroto (80% time); Sub-duty station Kampala (20% time), with frequent travelling to Nakapiripirit and Amudat districts. Non-family posting.
Main tasks:
* Achieve state of the art implementation of the project as well as the compliance to all obligations outlined in the contract between the contracting authority and DCA, as well as the cooperation agreements between DCA and its partners.
* Ensure that the consortium has all the required competencies and capacity to implement the action and provide for adequate training of partners if gaps are identified.
* Provide frequent monitoring and quality assurance of the implementation of the action.
* Be responsible for compiling and finalising narrative and financial reports to KALIP contracting Authority.
* Provide technical support to partners’ management and implementation of the project.
* Assist in the implementation of DCA (and partners) procurement procedures.
* Assist in the implementation of the visibility component.
* Support partners liaising and coordination with all relevant stakeholders involved in KALIP and general livelihoods activities In Karamoja and participate in relevant network(s).
* Identify and share with partners best-practices for livelihoods improvement in Karamoja.
* Provide input to possible visibility actions, e.g. writing of articles, pictures, DCA website etc.
* Work in close collaboration with all relevant DCA staff and contribute to the overall objectives and programmes of OCA.
* Secure a strong mainstreaming of rights-based approach and gender equality perspectives within the action.
Requirement:
Key qualifications / Experience:
* University degree in the field of Development Management, Food Security / Livelihoods / Natural Resources Management and/or Civil Engineering.
* Proven experience and direct involvement in the implementation of project(s) using Cash for Work methods
* At least 5 years of direct experience in some other fields relevant for this project, in particular: water (water harvesting), Farmer/Agro- Pastoral Field Schools, VSLA, Community civil works construction, natural resources /rangeland management and community mobilisation.
* Proven and successful experience in managing EU funded project(s).
* Sense for quality in the work.
* Knowledge of the Karamoja and Pokot socio-economic and cultural contexts
* Confirmed experience in mainstreaming gender equality and a rights-based approach, both theoretically an in practice.
* Be solution-oriented
* Very good interpersonal and communication skills and capacity to work with a partner-based approach.
* Be flexible, pro-active, self-motivated and able to organize work independently as well as be willing to work within a team.
* Computer literate, including Excel
* Fluent command of verbal and written English. fluency in Ngakaramojong is an added advantage
