ORGANIZATIONAL UNIT: Dangerous Goods Section, Safety Standardization and Infrastructure, Air Navigation Bureau, Headquarters.
The Dangerous Goods Section (DGS) maintains the currency of Annex 18 to the Convention on International Civil Aviation, the Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284), its Supplement (Doc 9284SU), the Emergency Response Guidance for Aircraft Incidents Involving Dangerous Goods (Doc 9481) and the Dangerous Goods Training Manual (Doc 9375). It conducts studies, disseminates dangerous goods information, and provides guidance and training on the safe transport of dangerous goods by air.
QUALIFICATIONS & EXPERIENCE - ESSENTIAL:
A. Academic qualifications
Advanced university degree (Master’s or equivalent, which should be substantiated by the applicant) in the field of chemistry, physics or engineering.
B. Professional experience
At least 12 years’ experience at a senior level in the field of dangerous goods in progressively responsible positions, including responsibility for the planning, development and implementation of dangerous goods regulations. Knowledge of ICAO functions and organization, as well as functions of the United Nations Economic and Social Council (ECOSOC), International Atomic Energy Agency (IAEA), World Health Organization (WHO), Universal Postal Union (UPU), International Maritime Organization (IMO) and other international organizations dealing with related matters. Experience in international meetings, seminars, symposia or projects.
C. Competencies
- Professional competence: Proven ability to plan, direct and supervise the area of professional responsibility and to analyse, decide or advise on solutions to technical problems.
- Communication: Ability to write clearly and concisely detailed technical reports and specialized papers, and to present articulate verbal reports.
- Managerial competencies, including leadership, vision and performance management; Demonstrated ability to manage, supervise and coach a team of professional experts and support staff in a multinational environment.
- Building partnerships/trust: Capacity to conduct representative functions before government and international organizations, requiring a high degree of negotiating skills and the development of interpersonal relationships. Ability to formulate positions, articulate opinions concisely and make/defend recommendations. Negotiate effectively in a consensus-based environment. Resolve and manage conflicts successfully.
- Commitment to continuous learning: Keep abreast of new developments in the field of aviation safety management.
- Technical awareness: Use personal computers and contemporary software. Keep abreast of aviation technology.
D. Standards of Conduct

E. Languages
Command of one of the languages of the Organization (Arabic, Chinese, English, French, Russian, Spanish).
QUALIFICATIONS & EXPERIENCE ‑ DESIRABLE:
A. Experience and Knowledge
Experience in negotiating with dangerous goods and governmental aviation authorities.
Experience in the inter-relationships of aviation disciplines such as aviation security, aviation medicine, facilitation, aerodromes, aircraft operations and airworthiness is desirable.
B. Languages
A working knowledge of a second language of the Organization (Arabic, Chinese, English, French, Russian, Spanish).
MAJOR DUTIES
1. Provide technical direction and leadership in the development and implementation of the activities of the Dangerous Goods Section; plan and supervise the work of the section’s staff; and prepare the work programme and planning for air navigation meetings in accordance with existing policies and decisions.
2. Review and analyse or draft proposals related to the amendment and implementation of the Technical Instructions and related documents and provide strategic advice on methods of further implementation. Analyse or draft proposals related to the amendment and implementation of technical Annexes to the ICAO Convention.
3. Initiate, prepare, present and defend Dangerous Goods related documentation for the Council, Air Navigation Commission.
4. Oversee the preparation of working papers, studies, etc., for committees or international meetings. Lead or participate in the discussion of such papers and studies and initiate action as required.
5. Serve as secretary or authoritative subject matter advisor to committees, panels, study and working groups, and international meetings or components of such meetings.
6. Direct the preparation of technical studies, publications and correspondence on dangerous goods for transmittal to Contracting States and international organizations.
7. Maintain liaison with and provide specialized authoritative advice on the subject of dangerous goods to other sections of the Air Navigation Bureau, the ICAO Regional Offices and to other offices of the Organization.
8. Represent ICAO on missions to States and at meetings of other international organizations. In particular, develop and maintain liaison with ECOSOC, the IAEA, UPU, WHO and IMO.
9. Research, evaluate and establish potential business partnerships with dangerous goods entities and maintain liaison with current partners, i.e. IATA, FIATA and OAG.
10. Oversee ICAO's endorsement and training programmes for dangerous goods.
11. Keep abreast of significant trends and technological developments in the safe transport of dangerous goods.
DURATION OF APPOINTMENT: Initial appointment will be on a three-year, fixed term basis (first year is probationary for an external candidate).
