PRIMARY RESPONSIBILITIES
The Capacity Strengthening Manager will assess, design, and implement organizational development interventions funded by the Strengthening Systems, Capacity, and Data Collection project . Key responsibilities include providing overall guidance, planning, and coordinating technical assistance to capacity building interventions for the Ministry of Health and the South Sudan Center for Census, Statistics, and Evaluation.
ESSENTIAL FUNCTIONS
1. Collaborate with the Ministry of Health (MOH) and the South Sudan Centre for Census, Statistics, and Evaluation at the national and state levels to provide expert technical and programmatic guidance.
2. Develop technical capacity, transfer technical expertise, and provide mentoring in HIV strategic information.
3. Provide technical support to the MOH for the planning, preparation and implementation of the evaluation of PEPFAR sexual prevention and PMTCT programs.
4. Assist the MOH to conduct M&E supervision and capacity strengthening for District Health Information System (DHIS) and other program monitoring systems.
5. Assist the MOH in the collaborative development of an HIV tracking system to track patient’s health at health facility level.
6. Experience in developing strategic planning, capacity building, and data quality assessment.
7. Develop training programs responsive to local needs to build local capacity in analyzing, disseminating, and using data for status updates, projections and modeling, policy formulation, stakeholder dialogue, health service planning and improvement, and resource allocation.
8. Facilitate strategic communication between stakeholders and subcontractors pertaining to programmatic issues.
9. Travel to the field to provide programmatic technical assistance as assigned.
10. Contribute to program development and documentation, including annual work plans, quarterly and annual reports, technical papers, and other documents and reports.
11. Develop scopes of work for assignments, and arrange for contracting and fielding of qualified international and local consultants.
EDUCATION/EXPERIENCE REQUIREMENTS
• A Master’s degree in public health, epidemiology, social science, or related advanced degree relevant to the field of HIV/AIDS, or a bachelor’s degree with equivalent experience.
• A minimum of 2 to 3 years of mid to senior level experience in designing and implementing monitoring, evaluation and research interventions, systems and tools, preferably in the field of HIV/AIDS.
• An understanding of the New Generation PEPFAR indicators is desirable.
• Relevant program experience working in an NGO environment with a focus on development, preferably in the field of health.
• South Sudanese candidates are strongly encouraged to apply.
• Previous experience on donor-supported programs, preferably with CDC.
• Excellent interpersonal skills and demonstrated ability to interact professionally with diverse people, clients, and consultants.
• Proven experience in both capacity building and strategic planning are required.
• Strong coordination and organizational skills.
• Demonstrated competence to assess priorities, manage a variety of activities in a time-sensitive environment, and meet deadlines with attention to detail and quality.
• Ability to work as an effective team member in a complex and fast-paced environment.
• Good reporting and writing skills.
• Strong verbal and written English and Juba Arabic language skills.
• Proficient in the use of statistical and analytical packages (SPSS or STATA).
• Good computer skills in Word, Excel, Power Point.
