UNDP , English Teacher/ Curriculum Developer

As part of their efforts to fight corruption, financial crimes, and terrorist finance, Iraqi institutions are seeking greater cooperation with international law enforcement authorities. Such cooperation will be essential to succeed in detecting money laundering, tracing and recovering stolen assets, and extradition of suspects from foreign jurisdictions. The international community is contributing to these efforts in many ways, including through support of capacity building programs at key anti-corruption, financial investigative and law enforcement agencies, as well as through legal and financial advisors resident in Baghdad.

While these efforts have been effective, to fully develop the potential for bilateral law enforcement cooperation, Iraqi institutions now recognize that they will need to dramatically increase the number of their investigators and prosecutors who are fluent in English in order to effectively communicate with International players on anti-corruption and money laundering issues.
UNDP - Iraq is seeking to hire a native English speaking teacher for teaching English language to train a group of Iraqi personnel from the commission of Integrity, the Judiciary and other oversight/financial institutions on English Language to a conversational level and a successful TOFEL (a score of 580 in the paper-based TOFEL or a score of 213 in the computer-based TOFEL).Also, to develop curriculum for these institutions and train a group of Iraqi teachers on teaching these curriculum, ensuring sustainability in the long run.

Context

The Iraqi Commission of Integrity (CoI) has taken the initiative to develop English training and development plan (through their current program - Tumooh) with the end of goal of bringing 500 CoI employees (“trainees”) up to conversational level English.
The Tumooh course consists of the following:

  • (A) Levels 1-4: 8 weeks for each level with one week between sessions. Classes began in March 2011. This component provides English training at the CoI’s Anti-Corruption Academy consisting of nine (9) hours of classroom instructions on alternate days each week for 18 hours per week for a total of 144 hours. The program is taught by four (4) CoI Iraqi English experts and will take place in three (3) academy classrooms with class size limited to twelve (12) CoI employees. Promotions to subsequent levels are based on exam results where acceleration is possible based upon performance.
  • (B) Levels 5-7: Eight (8) weeks for each level with one week between sessions. This component provides English training at the CoI’s Anti-Corruption Academy for students who have successfully completed levels 1-4 of the training program. Each level consists of an eight (8) week course of 90 minutes per day on Sunday, Monday, Tuesday, Wednesday, Thursday, and Saturday. Class size is limited to twelve (12) students.

The Commission on Integrity requested assistance in their English Training program especially for those who are at level 5-7 of their Tumooh program. The proposed program is designed for teaching English to the CoI, the Judiciary, and members of oversight/financial institutions to enhance their capacity in detecting money laundering, tracing and recovering stolen assets, and extradition of suspects from foreign jurisdictions. Towards this goal, UNDP will provide a platform to allow for administrative and technical support for the implementation of an English training program to build the English language capacity of the CoI other institutions to conversational and successful TOFEL level.

Objectives

Under the direct supervision of the Program Manager for anti-corruption, the objective of the program is to develop the capabilities of English teachers within the institutions included in the program and put the policies and procedures in place to accomplish training goals and, through higher level direct instruction and the immersion training of students, bring all the students participating in the initial 18-month cycle up to a conversational English level and successful TOFEL grade (a score of 580 in the paper-based TOFEL or a score of 213 in the computer-based TOFEL).

Duties and Responsibilities

Scope and expected outputs:

  • Develop English language curricula for the CoI, Judiciary and other oversight/financial institution and to teach English language with special attention to used terminologies in the business area to students (maximum 40, 20 from CoI, the rest from the other institutions) from these institutions to a conversational level and successful TOFEL grade.
  • The developed curricula should enhance the CoI and other oversight institutions capacity to coordinate more effectively with international organization in detecting money laundering, tracing and recovering stolen assets, and extradition of suspects from foreign jurisdictions.
  • Train and mentor Iraqi English teachers (maximum 10) to provide sustainability to the English Language Training Program.
  • Assist in selecting, designing and thereafter negotiating a three month further language training advance – level (immersion program) with a specialised institute outside Iraq where English is the native language.
  • The consultant will be required to attend meetings to be held in Amman-Jordan.

Time and Method of payment
Payments will be done based on the deliverables at end of each month or within every two months depending on the amount of work achieved. For each payment a certification of payment needs to be signed and approved by the Programme Manager attached to it the provided services and tasks/ deliverable and provision of a performance evaluation of the consultant on that deliverable.

Key Performance Indicators during implementation of Services:

  • Timeliness of required documents and inputs
  • Curriculum for teachers developed.
  • Work plane for teachers in place.
  • 60% of all students achieved the minimum score of TOFEL. (a score of 580 in the paper-based TOFEL or a score of 213 in the computer-based TOFEL).
  • Organize and secure three month immersion in an English Speaking Country for 10 personnel of the nominated institutions.


Competencies

  • Previous experience in Iraq is an important advantage
  • Be innovative, flexible and able to provide clear advice to counterparts as to methods and approaches to overcome difficulties, if encountered.
  • A team player with an ability to promote consensus by advocating, promoting and inspiring others to form alliances for common goals.
  • Ability to think conceptually and flexibly, capacity to adapt, innovate, and propose solutions to complex issues within a difficult and changing environment.
  • Ability to prioritize and complete the task in a very limited time span under pressure.

Required Skills and Experience

Education:

  • Masters in English as a Second language or relevant fields of English literature, business administration, and teaching.
Experience:
  • Minimum 7 years of relevant experience as a teacher/instructor in English as a Second Language (ESL)
  • Certification/licenses in teaching English to speakers of other languages. OR
  • Certificate of teaching English as a foreign language
  • Certificate in teaching business English.
  • Minimum 5 years in relevant topic areas
  • In-depth experience in developing teaching curriculum
  • Experience working in crisis/post-conflict areas is desirable.
Language:
  • Candidate must be a native English speaker.
