The Bureau for Institutional Reform and Democracy (BiRD) is looking for an excellent senior Development Expert for a short-term mission under the Lot 7 FWC in Lesotho.
Lot 7: Updating of the Governance Profile of the Kingdom of Lesotho and EU future programming

Objective The main objective of the governance assessment mission is to analyse the Governance sector in Lesotho and to make a preliminary identification and assessment of key governance issues that could be addressed under the next programming cycle for the EU and Ireland. This includes activities under EDF 11 and under Ireland's Country Strategy which will start in 2013.
The report will provide decision makers in the Lesotho and in the European Commission and Member States with clear information on the key governance needs for Lesotho. It will also analyse the current policy, legislative and institutional framework and the strategies and programmes (including those of the EC and other donors) designed to address them.
The updated governance profile will constitute an important source of baseline information and contribute to focusing political dialogue and cooperation with the country on key areas of concern as well as raising awareness among policy makers.
The main focus of the mission will be to provide the Government of Lesotho, the EU and Ireland a solid foundation for the identification of concrete future programmes in the area of governance.
Required profile: The proposed mission shall be conducted by a team of three experts (one as team leader). The following experience should be adequately covered by the proposed team: - Relevant working experience in Lesotho or the region; - Demonstrated experience in undertaking governance analyses and preparation of development programmes is required; - Familiarity with Commission practices on programming, country strategy elaboration, project cycle management, policy mix. - Experience of participatory planning processes and gender issues would be an advantage.
Senior Expert: Development Expert
Qualification and skills - Relevant post-graduate degree or equivalent experience
General professional experience - At least 10 years experience in the area relevant to the assignment; - Hands-on experience with financial & economic feasibility studies of projects; - Fully conversant with the principles and working methods of Project Approach and Sector Wide Approach (SWAP) as well as of the project cycle management and EC aid delivery methods such as general and sector budget support; - Excellent communication and writing skills in English
Specific professional experience - Experience in interaction between governance, local governance and non-state actors - Extensive knowledge of general international development trends and aid management and specifically the role of non-state actors in governance - Knowledge of gender/vulnerable groups analysis, planning and mainstreaming; - Practical experience in organisational development, specifically in the not-forprofit sector
