The Global Partnership comprises all major donors and agencies in education, 46 developing country partners, numerous civil society organizations, private sector representatives and foundations. It manages trust funds that have allocated approximately $2.2 billion over the past 8 years and will be allocating approximately a further $2bn by 2014.
The Global Partnership has a two-tiered governance structure. At the country level, the Local Education Group (LEG) is the foundation for governance. The LEG comprises the government, local donors, multilaterals, and civil society organizations and others supporting the education sector. Global Partnership country level processes are supported by global processes, led by a representative Board of Directors. The Chair of the Board of Directors is independent of the other Partners and represents the Board and the Partnership as a whole.
The Global Partnership’s Secretariat serves the interests of all partners through administrative and technical support to the Board of Directors and Chair and to the members of various committees and working groups. It is hosted by the Education Department of the World Bank’s Human Development Network. Secretariat staff are subject to employment conditions and human resource policies and procedures of the host organization, the World Bank.
The Communications Team within the Global Partnership for Education Secretariat is responsible for ensuring that the Partnership has a strong presence internationally. To meet that challenge, GPE is producing more publications, expanding its online presence and engagement with its audiences through social media, and expanding knowledge management instruments and implementation - all of which feed into its ongoing, successful fundraising campaign.
The Senior Communications Officer (SCO) will have a primary responsibility for external communications of the Secretariat including liaison with internal and external members of the Global Partnership; liaison with civil society organizations, foundations and the media; and internal liaison with World Bank’s Communications Network and HDN.
The SCO will report to the External Affairs and Communications Team Coordinator.
