Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations. NRC has mainly focused on Somalis who are displaced by the ongoing conflict. The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and Mogadishu) and Kenya (Dadaab and Molo). Since September 2011 NRC has been registered as a foreign Charity in the Democratic Republic of Ethiopia to support the Humanitarian needs of the Refugees and vulnerable host communities in collaboration with the Administration of Refugee and Returnee Affairs (ARRA) and UNHCR. NRC has now set up a Country office in Addis Ababa and Field offices in Dolo Ado (Somali Region) and Shire (Tigray Region) of Ethiopia to support in the provision of Shelter, Education and Camp Management training. NRC will continue to expand its activities in line with emerging needs for refugees and NRC’s priorities.
Job description ■Responsible for the development, implementation and monitoring of the Education programme in Ethiopia ■Responsible for setting up a relevant and well functioning Education programme in both Dolo Ado and Shire refugee camps ■Responsible for development and set-up of the Youth Education Programme and Teacher Training projects ■Responsibility for preparation of proposals, budgets and reports to donors ■Assess suggested areas of operation regarding YEP centre facilities, partners, personnel and learners in cooperation with National and local authorities, agencies and organisations ■Liaise with the relevant Federal and district/local level government authorities, other relevant authorities and stakeholders ■Recruit, train, supervise, co-ordinate and maintain capacity building of national staff and teaching personnel ■Coordinate and cooperate with related NRC projects ■Contribute to NRC Ethiopia advocacy initiatives in particular as it relates to education ■Identify or develop training and teaching materials with particular emphasis on participatory methodology ■Administer, supervise and monitor, national staff, teaching personnel and potential partners ■Plan and manage workshops and seminars ■Initiate and monitor recruitment of program learners ■Ensure creation of supervision and monitoring plans of teaching personnel ■Maintain oversight, in cooperation with the PM-Shelter, over the construction of any necessary vocational training facilities
Qualifications ■Relevant experience and/or University Degree in Education/Pedagogy. Degree in Administration/Finance, Development Studies, or Social Sciences is also desirable ■Five years or more experience in management of humanitarian aid projects Experience with participatory teaching, Youth Education and vocational skills training is essential ■Experience of project management in refugee or IDP settings is preferred ■Experienced field worker with background from complex emergencies, and with experience from working in a difficult security environment, including coordination with UN agencies ■Experience in Education programme management ■Experience administration, finance, logistic and personnel management ■Solid experience in the development of proposals, budgets tracking and report writing ■Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable work plans and to evaluate progress ■Proven communication, interpersonal, representation, negotiation and leadership skills ■Excellent English, both oral and in writing ■Computer skills – database knowledge essential, networking ■Holder of a valid international driver’s licence

We offer ■Commencement: February 2012 ■Contract period: 12 months ■Salary/benefits: According to NRC’s general directions, approximately NOK 51 800,- (€ 6 700 ) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries. ■Duty station is Addis Ababa, wih frequent travel to Dolo Ado and Shire. Accommodation and living conditions in Addis Ababa are of a good standard. NRC will provide accommodation at the field offices. Recreational and social facilities are very limited in Shire and Dolo Ado areas and accommodation will be very modest.
