Position: Camp Manager
Reports to: Program Director
Location: Maban County - Upper Nile State, South Sudan
Duration: 12 month
SUMMARY: Relief International (RI), an international relief and development agency with cross-sectoral programs bridging relief and development, currently seeks a Camp Manager to lead the coordination process of Doro camp.
The Camp Manager will lead the coordination process at Doro level. He/She will strongly coordinate the project activities with UNHCR, country level SSRRC, the County Commissioner and other UNHCR operational partners. The purpose for this project is to provide needed service to the refugee population for survival. Currently, UNHCR has registered close to 26,000 people in the camp and expect additional registration. The Camp Manager/Emergency Response officer will work closely with UNHCR and other RI program staff and different refugee representation groups to do a community risk analysis and collaboratively develop activities to reduce risk to the affected communities. This position demands a highly-motivated, independent and dedicated individual with strong assessment skills as well as the ability to advocate effectively. The Camp Manager is expected to deploy to South Sudan to initiate the program as soon as possible.
ESSENTIAL DUTIES AND RESPONSIBILITIES: • Provide oversight of the camp, including the management of a regular, field-based monitoring system. • Develop and manage key contacts, build relationships and develop partnerships with local organizations, service providers and other stakeholders. Establish information mechanisms to ensure transparency and communicate effectively with the refugee and host communities. • Supervise and provide support to local staff hired to assist and work on the program. • Coordinate activities internally with other RI programs in Upper Nile State, South Sudan. • Establish contact with local/international representatives in Doro camp Management-related issues. • Establish and maintain contact with all sector leads, and work to coordinate various colleagues focused on sector specific initiatives. • Encourage the involvement of camp residents as volunteers, as appropriate. • Evaluate and provide for appropriate developmental/mentoring opportunities for assigned staff. • Ensure clear and concise communication flow between the Program Director and RI field staff. • Complete deliverables against a detailed workplan, using contextual information to adapt and modify approaches and activities • Coordinate with Program Director to develop appropriate risk reduction strategies under the program activities • Coordinate with Logistics and operations colleagues to ensure effective distribution of commodities according the workplan.
QUALIFICATIONS: • Six or more years of experience in project management in the emergency and humanitarian settings. • Extensive experience managing refugee programs • Previous experience in coordination role of project integrating multiple stakeholders including government officials • Substantial monitoring and evaluation experience • Ability to live, work, and travel in South Sudan, which can be difficult and stressful • Previous experience in South Sudan preferred • Fluent English required, Arabic language skills to be deemed a plus • Demonstrated ability to work independently, as well as ability in decision making, problem solving, and team building
