UNKT Joint Program on Domestic Violence in Kosovo (UN SCR 1244) (Support to addressing Gender-based Violence in Kosovo through strengthening the implementation of the Law, National Action Plan and Strategy against Domestic Violence 2010-2013: A Comprehensive and Inclusive Approach to address Gender-based Violence in three Pilot Municipalities) was formulated by the UN GBV Task Force, composed of UNDP, UNFPA, UNICEF, UN Women and OHCHR, under the overall leadership and guidance of the UN Development Coordinator, through an inclusive and participatory process. The consultations focused on identifying gaps and challenges for preventing and responding to gender-based violence in Kosovo and validating key areas to be addressed to sustain the implementation of the Strategy and Action Plan against Domestic Violence NSAPDV 2010-2013. Available research and the specific consultations carried out in the formulation of the project reveal that domestic violence remains highly prevalent in Kosovo. Closely related to key areas identified in the NSAPDV, the UNKT Joint program on DV foresees the achievement of objectives in four key domains: Prevention, Protection, Reintegration and, Scaling-up dissemination, validation and replication of program results and lessons learned through policy dialogue among key stakeholders at different levels. The UN Joint GBV program is also shaped to contribute to the implementation of UN Security Council Resolution 1325 (2000) on women, peace and security and subsequent resolutions. Consultations indicated that women who were subjected to rape and sexual violence during the 1999 conflict have yet to receive justice; there are cases where survivors of rape experience further exclusion and stigmatization by their own families and communities. UN Women will contribute to UNKT Joint Program on Domestic Violence in Kosovo with the specific program outputs/activities to the joint implementation modality, through; providing technical assistance on Gender Responsive Budgeting aimed at having clearly indicated and engendered budget lines for addressing DV, institutional capacity development of security/police, and judicial actors on the Law on Protection Against Domestic Violence, and through strengthening the GBV Coordination mechanisms and referral system at municipal level. UN Women is seeking to recruit a Project Officer (PO) who will be responsible for implementation, monitoring and reporting on UN Women activities in the UNKT Joint GBV program. The Project Officer will work under the supervision of UN Women OIC in Pristina, and work closely with UN task force and UN GBV programme staff. The Project Officer will be supported by the regional UN Women advisor on Ending Violence against Women (EVAW) based in Bratislava and contribute to UNW Regional Work Plan 2012-2013 by providing inputs as requested by EVAW adviser.

Duties and Responsibilities | |
UNKT joint program on Gender-based Violence: - Assume full responsibility for effectively and efficiently implementation of all UN Women activities under the UNKT Joint Program on Domestic Violence in Kosovo, and ensure their timely and successful execution; - In close collaboration with UN GBV programme staff provides support for: establishment, functioning and strengthening of the GBV Coordination mechanisms and referral system at municipal level; municipal annual development planning and budgetary processes; - Support capacity building and regular inter-municipal information sharing on gender-responsive budgeting at municipal and central level; - Support institutional capacity development of security/police and judicial actors on the Law on Protection Against Domestic Violence and its application in practice at municipal level in close collaboration with the UN GBV programme staff; - Maintain and further develop strategic partnerships to ensure the implementation of the program; - Support capacity building of civil society on participatory planning, budgeting, and advocacy to address domestic violence; - Prepare and maintain work plans and reports on the program progress for UN GBV Task Force, and follow and regularly update the project annual work plans and budgets for UN Women; - Maintain close communication and coordination with UN GBV Task Force, and with the UN GBV programme staff; - Continuously inform on relevant policy developments the UN GBV Task Force, and the UN GBV programme staff; - Facilitate knowledge and information sharing on the use of gender responsive budgeting to address gender based violence from the UN Women sub regional project on Ending Violence against Women , by ensuring that experiences from other countries in setting up local level coordination mechanisms for preventing and responding to domestic violence, and using gender responsive budgeting tools to address domestic violence are made available to the UNKT Joint Program on GBV; - In close collaboration with the UN GBV staff programme collect provide information on policies, interventions, actions and budgets to address gender based violence in Kosovo (UN SCR 1244), and in particular the availability, accessibility and quality of support services in response to GBV; - Participate in consultations and provide information to UN Women CSEE office, as required; - Support the development of the UN Women communications plan for the UN Secretary General’s campaign UNiTE to End Violence against Women in Kosovo (UN SCR 1244);
