Tetra Tech ARD (http://www.ardinc.com) is accepting expressions of interest from qualified Chief of Party candidates for an USAID-funded Water Supply Project in Liberia. This four year, Monrovia-based project will support the design and construction of rehabilitated and expanded municipal water systems in several towns where existing systems have not been functional since the Liberian civil war. The project will assist local and national authorities in developing plans for water supply improvements, implementing short and medium-term water supply infrastructure improvements, and re-establishing local water supply operation, maintenance, and management capacity.
Responsibilities: --Provide leadership, supervision, and technical direction to the project’s field implementation team, including subcontractor teams, and additional short term technical assistance (STTA) resources; -- Serve as official project spokesperson with USAID, the host country government and local counterparts, and other collaborating institutions and agencies;
--Coordinate the preparation of work plans, regular status updates and progress reports, and all other major project deliverables; --Prepare or approve scopes of work and timetables for the design and implementation of program activities in conjunction with work plans and Tetra Tech ARD policy and contractual obligations; --Ensure that contractual obligations are met and that work plans are being successfully implemented; --Monitor and evaluate project performance and progress.
Desired Qualifications: -- At least five (5) years of professional experience in water service provision and utility reform in developing countries -- Prior experience as a project director or Chief of Party on projects of similar complexity, with an excellent understanding and knowledge of USAID regulations, administration, management, reporting procedures and systems -- Expertise in one or more of the following areas: utility corporatization; development of performance-based contracts for water utilities; utility regulation; utility benchmarking
-- Experience with institutional arrangements, institutional strengthening and capacity building in the water sector -- Prior experience in Africa (West Africa preferred) -- Master’s degree preferred -- Civil / Environmental Engineering background is preferred -- Experience in post-conflict countries is a plus.
