Save the Children's humanitarian mission includes providing leadership and support to emergency responses across the globe. We are seeking a part-time Emergency Logistics Manager for a one year pilot program to increase our emergency response capacity. S/he will be deployed at least 50% of the time in either emergency or non-emergency roles.
When deployed in an emergency, s/he will lead and manage the set up or scale up of all emergency response logistics functions and responsibilities and associated staff. As a member of the emergency management team, the Emergency Logistics Manager will support the Response Team Leader and other members of the emergency management team on the best use of Save the Children’s resources. The Emergency Logistics Manager has responsibility for the coordination and support of emergency response logistics activities within the country of operation, with the goal of safe and efficient program delivery. The post holder is responsible for effectively managing logistics staff, vehicles, assets and relief stocks supply chain, ensuring effective and accountable logistics support to Save the Children emergency programs in the country of operation. The Emergency Logistics Manager contributes to ensuring that Save the Children’s commitment to improving quality and accountability in humanitarian work is upheld, through reference to the Sphere Charter, Save the Children Minimum Standards and the NGO Code of Conduct, and endeavors to implement sustainable systems and transfer knowledge and skills to existing staff.
Responsibilities • Coordinate all emergency program logistics in line with Save the Children guidelines, as directed by the Response Team Leader. • Work closely with other members of the emergency team to develop an emergency logistics structure to deliver the response plan; conduct assessments, plan proposed interventions, provide overviews of logistics requirements for the development of project proposals and coordination between logistics and program teams to ensure adequate logistics service provision throughout the response. • Support and strengthen country office procedures and policies as necessary for the effective management of the emergency supply chain, vehicle fleets, communication systems, and the logistics components of the emergency response program delivery. • Ensure that appropriate standards of logistics procedures and country policies are implemented and adhered to and that all emergency logistics staff receives adequate briefing and training, and that those tools and procedures are shared and coordinated with relevant staff. • Centralize the program supply chain by setting up an effective order management system. Ensure all response procurement is compliant with appropriate Save the Children and donor regulations. Ensure international and national importation and transportation of freight by land, sea and air is in line with program budgets and needs, and that the most cost effective and reliable means are used for the timely delivery of supplies to projects. • Maintain emergency stock warehouses in line with the response requirements, monitor storage and issue of transit and centralized stocks, ensuring the re-allocation of emergency stocks to project budgets after issue to the field, and tracking distribution. • Ensure management of vehicle fleets is in line with appropriate standards; maintain effective allocation system and safe use of vehicles. • Manage the emergency program communication systems ensuring that all response locations have reliable means of voice and data communication as per CO security policy. • Ensure a centralized program asset register is maintained, that all program assets are logged, issued with unique asset numbers and ID cards, and are tracked throughout the country. • Liaise closely with the Finance and Grants manager to ensure accountability, donor compliance, expenditure linked to proposals and grants, produce expenditure reports to assist the Finance team with forecasting, and manage logistic budgets in line with standard budget monitoring procedures. • Liaise closely with external actors including: the Lead Member logistics department or International Supplies units as appropriate to coordinate international supplies, Government, Clusters, UN and other agencies as necessary, and represent Save the Children at the Emergency Logistics Cluster. • Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies. Essential Requirements • Five years international experience in humanitarian logistics at Country Program Logistics Manager level. • International experience in supply chain management in a sudden onset emergency or complex environment. • International experience in coordination of humanitarian logistics with multiple external agencies or clusters. • Experience in proposal development, budget planning and management, and the regulations of key international emergency donors governing supply chain, stocks and assets. • Experience in vehicle and fleet management including motorbikes, trucks and generators. • Experience in the set up and use of HF & VHF radio systems, satellite phones and internet, and development of communications procedures. • Experience in managing the logistics of aid distributions. • Experience building and developing the capacity of logistics staff through the use of training, performance management frameworks and development plans. • Experience working in insecure environments, developing evacuation plans, and implementing security management plans where relevant to Logistics management. • Excellent interpersonal and team skills. • Have undertaken Save the Children approved Safety & Security Training in accordance with member and Alliance required minimum standards. • Excellent IT skills. • Fluency in written and spoken English. • Commitment to and understanding of Save the Children’s aims, values and principles. Desirable • Experience and/or an interest in working in nutrition, WASH or health program, in displacement camps or centers desirable. • Experience or knowledge of basic construction techniques used in disaster response desirable. • Experience with auto mechanics or electrical installations desirable. • Experience with air operations coordination or boat handling, and related safety regulations and standards desirable. • Ability to speak other international languages desirable. • Relevant qualifications or training courses desirable.
