Background
The United Nations Office for Project Services (UNOPS) – South Sudan Operations Centre (SSOC) is based in Juba, Republic of South Sudan. Current SSOC operations are largely focused on assisting partners with the implementation of physical infrastructure projects including designing, constructing and rehabilitating roads and bridges, schools, clinics and Government and Ministry offices. SSOC also procures goods and services for a number of partners and provides logistics and operational support to institutions in South Sudan with the overall objective to support partners in achieving their programme goals.
UNOPS–SSOC works with various partners including the government ministries of South Sudan, donors, and United Nations agencies including the Food and Agriculture Organization (FAO), the United Nations Development Programme (UNDP), the United Nations Children’s Fund (UNICEF), the United States Agency for International Development (USAID), the European Union (EU), the Department for International Development (DFID) and the World Bank.
Duties and Responsibilities
The Senior Project Engineer will report directly to their Line Manager for the respective project and will be accountable for the following specific responsibilities.
For the allocated site/s or work package/s, the Senior Project Engineer shall be accountable for: • Management of workforce, including international and national staff, casual labour and contractors, in accordance with UNOPS Policies and Procedure. • Management of remotely-based teams consisting of national and international staff, casual labour and contractors in accordance with UNOPS Policies and Procedures. • Management of all works on-site to ensure compliance with UNOPS Policies and Procedures and contractual requirements. • Management, documentation and reporting of site expenditure and costs, including, but not limited to, contractor progress claims, casual labour payment and procurement of local materials. • Review of site documentation and reports to ensure teams and work packages are operating to UNOPS policy, procedure and contractual requirements. • Operational planning, including preparation of plans, schedules, procedures and budget for recruitment, mobilisation, operations, health, safety and environment, security and site closure. • Identification of site/work package risks, preparation of risk assessments and implementation of approved risk mitigation measures. • Ensuring all completed works are in accordance with design and quality requirements. Provision of all the necessary documentation and test results to confirm. • Preparation and maintenance of site or work package records, including documentation of all phases of the project lifecycle. • Preparation of periodic and ad-hoc progress and security reports. Immediate reporting to management of all issues affecting progress or security. • Evaluation of contract variations and extension of time notices; must address at the minimum scope of work, bill of materials, costing and time implications. • Preparation of site instructions, including technical and quality specifications and design works. • Preparation of site assessments and preliminary design documentation to required quality level and in accordance with UNOPS policy, procedure and contractual requirements. • Preparation of audit documentation in accordance with design, contract and UNOPS procedural requirements. Preparation and implementation of an audit schedule. • Ensuring all site clearances, certificates and site possession are in place prior to the commencement of mobilisation. • Ensuring that good working relationships with local authorities, representatives and stakeholders are developed and maintained. • Preparation of all site/work package closure reports and handover documentation. • Ensuring workforce demobilisation and closure of site is performed in accordance with UNOPS policy, procedure and contractual requirements.
Broader responsibilities include:
• Input to strategic project planning. • Input to design review, including the identification resolution of operational issues. • Input to recruitment and procurement processes. • Identification of project risks and preparation of mitigation measures. • Participation in addressing donor/client relations, including but not limited to attendance at meetings and site inspections. • Input to donor/client reports, including but not limited to photographs and stories from the field. • Liaise with implementation partners (within limits of delegated authority) to achieve project goals. • Other duties as required by the Line Manager.
The incumbent will be responsible to abide by the security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
Required Selection Criteria
Competencies • Be a good mentor, capable of working with others in a participatory and capacity building manner. • Ability to work long hours in fast-paced, often stressful environment. • Ability to work in demanding cultural context with transitional stakeholders, under challenging physical conditions and poor national infrastructure. • Ability to identify, mitigate and manage risks that inhibit project success. • Supervising staff to achieve high performance in a stressful and difficult environment is required. • Highly motivated with a positive attitude and problem-solving approach. • Management staff and ensuring productivity in a stressful and difficult environment is required. • Computer skills with word processing, spreadsheets, email and internet are required. Experience in engineering drafting software packages is required. • Experience with satellite telecommunications systems, such as BGAN and familiarity with VHF and HF radio operation and Procedures is highly desirable, • Knowledge of the UN System is an added advantage.
Education/Experience/Language • Master’s Degree in Engineering, preferably Civil or Construction. Relevant qualifications in engineering may also be accepted. (Additional 2 years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a Master’s Degree). • International driver’s licence required. • Certification in PRINCE2 or other Project Management Discipline is highly desired. • The candidate must be thoroughly proficient in written and spoken English. • Minimum seven (7) years of relevant professional experience, including one (1) year of broader responsibilities which encompass the supervision of engineers and financial accountabilities. • Contract management experience required. • Work experience in site and project management highly desirable. • Work experience in hardship and hazardous duty stations similar to conditions in Southern Sudan required. • Work experience in developing / post conflict countries is an asset.
