Purpose
Under the supervision of the Chief of Operations, the incumbent will be responsible for formulation of an office plan for information management, and its implementation, utilizing the available resources, in order to maintain / provide efficient computer information systems and services, and to improve work effectiveness and productivity, consistent with goals, objectives and strategy for the office and the organization.
Key expected results
To ensure IT systems effectively managed to advance the productivity and effectiveness of the office work by implementing the corporate IT policy, strategy, technology, and systems, as per CPMP requirements. Responsible for adequate management of ICT infrastructure that includes office corporate network, data center, telecommunication facilities e.g. BlackBerry, VSAT and local ISP.
Draft administer or oversee IT annual workplan and related budget. Implement office computerization, applications, network, telecommunications, database and records management, ensuring the appropriateness, productivity and cost effectiveness of local computing and telecommunications facilities to meet programme, communication and operations requirements of the office in accord with the Country Programme Management Plan and the UNICEF corporate IT strategy, policies, guidelines, rules and regulations.
Coordinate the introduction and technical operation of organizational computer applications, particularly ProMs. This involves overall understanding of the functioning of system and the interaction of data between sections within the office and with HQ divisions. This will require the upgrading of all equipment as necessary, the establishment of replication procedures, and the maintenance of all systems administration procedures required to run ProMS.
Facilitate coordination and broad integrated planning of information technology activities within the Country Office and the UN ICT inter-agency Team, in the context of internal office management plans, the country programme process and emergency preparedness.
Provide adequate IT support to UNICEF zonal office staff, consultants and visitors, including support to office events organized by UNICEF.
Coordinates office records management through establishment of a records management regime and system for the office. Assists introduction of specific computer hardware and software. This involves piloting of new projects, installation of new hardware and software scheduled with users.
Support the office in communication network on HF/VHF as may be required.
Undertake any other duties and responsibilities that may be assigned by the supervisor.
Qualification
Advanced degree in Computer Science, Information Systems Management, or materially closely related field*.
Five years of relevant work experience in IT management. Experience in an international organization desirable.
Fluency in English is required. Knowledge of local language of the duty station very desirable. Knowledge of another UN language is desirable.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
