MSH is seeking candidates for an upcoming five-year program to improve health outcomes for all Ethiopians by reducing infectious disease and MNCH morbidity and mortality through ensuring the availability and quality of health professionals at all levels of health service delivery. Objectives include: supporting the implementation of the Government of Ethiopia (GOE) Human Resources for Health (HRH) Strategic Plan under the Health Sector Development Program (HSDP IV); improving the quality of public health teaching institutions; and improving the availability of key HRH categories through scaling-up the training of midwives, anesthetists and health extension workers. Position is subject to project award.
OVERALL RESPONSIBILITIES: The Senior HRH Management Advisor will provide strategic direction and oversight for the establishment of governance structures, policies, and mechanisms required for effective management of Ethiopia’s HRH systems. This will include: leadership and governance development; evidence-based human resource planning, development and management including recruitment, deployment and retention; and health education and health workforce regulation. The Senior Advisor is expected to strengthen human resource directorates in the MOH, RHBs, and woreda health offices and provide training in HRM to selected staff so they can become effective HR managers. S/he will contribute to program learning and research.
S/he is responsible for achieving required project results through effective project planning and management, technical assistance, administration and oversight, monitoring and evaluation, and donor relationship management. S/he ensures a comprehensive approach to capacity development and provides programmatic leadership to ensure seamless planning, implementation of activities, and technical support.
The ideal candidate will have technical expertise and prior experience in HRH program implementation, and experience networking with Government of Ethiopia and other key stakeholders. The Senior Advisor must be skilled in working in collaboration with host country governments and partner organizations, managing the administrative and financial aspects of a complex program, leading teams, communicating and networking, completing deliverables on time, and achieving results. Previous USAID experience is a plus.
SPECIFIC RESPONSIBILITIES 1. Planning and project development a. Work closely with the GOE to design and facilitate post-graduate distance-based education in several areas including HRH management and health administration. b. Design and implement long- and short-term retention schemes that are relevant to the Ethiopian health delivery system, including strategies specifically focused on retention of health workers in rural areas and in the area of their expertise. c. Formulate cost effective and sustainable mechanisms to ensure improved regulation of health teaching facilities and providers in Ethiopia.
d. Work closely with the MOE, MOH, RHBs, the private sector and professional associations to strengthen the national health system. e. Build on and expand existing for a for HRH planning. f. Strengthen the staff training needs assessment system, enhancing staff management and leadership development and strengthening the link to external pre-service training. g. Support the overall change management process related to improving HRH management at decentralized levels.
Project management, implementation, and delivery of technical results a. Ensure the alignment of daily activities with project goals, approved workplans and standards for high quality, within-budget, and on-time product delivery. b. Supervise and oversee Project staff and consultants and coordinate technical assistance to ensure high-quality and timely deliverables.
c. Create and implement budgets based on sound financial and accounting principles, approve expenditure of funds according to approved budgets and project needs, and see that staff are recruited and hired in accordance with local, donor and MSH requirements.
d. Maintain regular communication with MSH Headquarters, USAID/Ethiopia, and other stakeholders and resolve problems as they arise. e. In collaboration with Project Finance &Administration staff, implement management systems to administer all project activities.Program learning, research, and communications a. Contribute to the development and on-going use of a project monitoring and evaluation plan, including indicators linked to results that meet all MSH and USAID reporting requirements. b. Provide appropriate, timely, and accurate monitoring and evaluation of project activities and outcomes, and complete and submit project reports to meet all USAID requirements. c. Meet all local financial obligations, monitor and track expenditures, and prepare regular financial reports for submission to MSH Headquarters and USAID. d. Oversee documentation of results, research and evaluation evidence, and lessons learned from this Project and the dissemination of this information within, and beyond, the Project and USAID/Ethiopia.
Relationship management a. Serve as Project liaison to USAID/Ethiopia, and other collaborating agencies on all technical, administrative and financial matters related to designated project areas. b. With the Chief of Party, respond promptly to donor and other key stakeholder inquiries and concerns. c. Maintain good working relationships with partners and subcontractors.
QUALIFICATIONS: 1. Graduate degree in international public health, international development, public administration, management, social sciences or a related discipline. 2. At least ten years of progressively responsible experience in each of the following areas: a. Designing and implementing HRH quality improvement programs. b. Providing technical leadership to training institutions, regional, zonal, and district health offices on HRH quality improvement activities. c. Guiding and providing technical assistance to Project/host country government staff working on HRH. d. Interacting with other donors, implementing partners, and host country government in HRH quality improvement issues. 3. Excellent communication, supervisory and interpersonal skills. Demonstrated leadership. Ability to build synergies across technical disciplines, leverage private sector resources, and nurture innovative alliances. 4. Fluency in written and spoken English required. Willingness to locate in Addis Ababa and to travel within Ethiopia required. 5. Understanding of USAID administrative procedures and requirements, fluency in Amharic, a plus.
