TERMS OF REFERENCE
DIRECTOR, LEATHER AND LEATHER PRODUCTS INSTITUTE (LLPI)
I. INTRODUCTION AND BACKGROUND
The Leather and Leather Products Institute was established in accordance with the Thirteenth Meeting of the Council of Ministers of the Preferential Trade Area for the Eastern and Southern African States, meeting in Arusha Tanzania, in 1988. The Headquarters of LLPI is in Addis Ababba, Ethiopia and its objectives are:
- promote cooperation among LLPI members in the training of personnel for the leather industry at various levels along the leather and leather products value chain, including hides and skins, of tanneries, production managers, quality control specialists, skilled operators and leather technologists, leather goods technicians, designers and leather engineers for the maintenance of equipment;
- promote research and development activities in the area of raw hides and skins, work methods and indigenous chemicals and materials used in leather manufacture, the testing, evaluation and development of local raw materials such as tanning chemicals;
- promote the provision of consultancy services in the area of leather and leather products to industry and related services in the sub-region;
- promote the dissemination of information on leather and leather products in the sub-region, transfer of technology and new leather and products design; and
- promote any such activities in the area of leather and leather products as are in conformity with the Treaty with the Treaty and in particular the Protocol.
Furthermore, the Council of Ministers and the Heads of State summit that met in Djibouti in 2006 identified the Leather and leather products sector as one of the key priority sectors for enhancing value addition, diversification, industrialisation, employment and wealth creation, poverty reduction and thus economic growth of the region. This was in recognition that the region has a comparative advantage in the sector and the sector employs more SMEs along the value chain. In pursuit to enhance the Sector development, COMESA and LLPI have developed a Leather and Leather Products Sectoral Value Chain Strategy which will guide the development of the sector with main focus on value addition and diversification. To this end a Core Team comprising of both private and public sector players along the value chain has been established to oversee the implementation of the strategy and to advise COMESA LLPI member States how to enhance value addition and thus move away from trading in raw hides and skins.
In this regard the enhanced objectives of LLPI include:
- Ensuring the implementation of the regional value chain strategy in line with the COMESA’s vision and LLPI strategic plan and vision
- Ensure ownership of programmes at member State level whether funded through member state contributions of through funding from COMESA partners
- Build linkages with private sector to ensure Public Private Dialogue is streamlined along the value chain especially in industrial policy development both at national and regional levels.
- Build and maintain linkages with international sectoral associations with a view to attracting investment and technology in the sector along the value chain.
II. DUTIES OF THE DIRECTOR (LLPI)
In line with these objectives the Director will perform the following functions:
1) implement the decisions of the Board of Directors;
2) ensure proper functioning and development of the LLPI
3) be responsible for the proper management of the administration and finances of the LLPI;
4) collect, store and disseminate information relating to livestock population and its off-take rates, tanneries and leather products industries as well as material inputs for the leather products;
5) promote training of personnel for the leather industry at various levels including the levels of tannery supervisors, production managers, quality control specialists, skilled operators, leather technologist, leather goods technicians and designers and leather engineers for the maintenance of machinery and equipment for the manufacture of footwear and other leather products;
6) promote research and development along the value chain from hides and skins to finished products, work method and indigenous chemicals and materials used in leather manufacture, the testing and evaluation and development leather and leather products
7) promote the use of the know-how and transfer of technology on new leather and leather products design;
8) maintain a register of available specialists in the sub-region;
9) provide consultancy services to the leather industry;
10) conduct tailor made short courses based on the actual requirements of the industry in the sub-region;
11) prepare and submit the budget of the LLPI to the Board of Directors, prepare annual progress reports of the LLPI for submission to the Council of Ministers;
12) undertake, on his own initiative or as may be assigned to him/her by the Board of Directors, such work and studies and perform such services as they relate to the LLPI and the implementation of the provisions of the Charter; and
13) collect information and verify matters of fact relating to the functioning of the LLPI and for that purpose may request an LLPI Member to provide information relating thereto.
Iii. PROFILE OF THE DIRECTOR, LLPI
Professional Experience
The candidate should have 15 years of professional experience in the relevant field with at least 10 years of these held in high level management position. The ideal candidate should have strong networking, advocacy, analytical, report writing and organizational skills with a good understanding of Regional Integration and economic development.
Qualifications
The candidate should possess a minimum of Post Graduate/Masters Degree in Business Management or Business Administration or relevant field with a degree in either Economics or Industrial Engineering with good working knowledge of the Leather sector. A PhD would be an added advantage.
Language
The candidate should be conversant with either English or French while a working knowledge on the other language will be an added advantage.
iV. DURATION AND LOCATION
The Director will serve for a term of four years and shall be eligible for re-appointment for a further period of four years. He/she will be based at LLPI headquarters in Addis Ababa, Ethiopia
V. REPORTING
The Director shall be the Principal Executive Officer of the LLPI and will report to the Board of Directors
VII. ELIGIBILITY FOR APPLICATION
Only Nationals of LLPI member States: Djibouti, Eritrea, Ethiopia, Kenya, Malawi, Rwanda, Sudan, Uganda and Zambia are eligible to apply.
