DDG Logistics Manager - South Sudan

Danish Deming Group (DDG) is a department within the Danish Refugee Council (DRC). DDG has been present in South Sudan since 2006 delivering a community-focused Mine Action programme that includes community liaison, mine risk education, survey, and the clearance and disposal of Explosive Remnants of War (ERW).

In 2009 DDG also started to work in the field of Armed Violence Reduction (AVR), a new sector which responds the threat posed by the widespread proliferation of uncontrolled Small Arms and Light Weapons (SALW) in South Sudan.

Starting from a modest base, DDG is currently expanding its programme under an ambitious Country Strategy. As well as taking on AVR projects it is also expanding geographically and starting to work much more closely with colleagues from the (mainstream) Danish Refugee Council. By thus working hand-in-hand in certain projects, we can offer unique integrated solutions to the related problems of underdevelopment and insecurity. The cooperation also extends to support services whereby DDG and DRC are maximising efficiencies by sharing certain services. The DDG Logistics Manager will therefore lead on logistics issues for both branches of DRC-DDG collaboration in South Sudan. DDG employs approximately 125 staff in South Sudan and has three field offices outside Juba as well as a number of mobile teams.

REPORTING

The Logistics Manager will report to the Programme Manager (country manager) for DDG.

GENERAL RESPONSIBILITIES

The Logistics Manager will be a key member of the Senior Management Team and should provide leadership and technical guidance to national logistics staff such that DDG and DRC can benefit from a first rate logistics service.

Specific Responsibilities will include:

• Supply chain management including local and international purchasing, clearance of goods, transport, warehousing, (including stock control systems) and the issuing and tracking of supplies:

• Making assessments of the logistical support needs of programmes in collaboration with programme staff, making recommendations and developing new systems and solutions, as appropriate;

• Assessing, setting up and supporting field offices in new and existing locations in South Sudan;

• Line managing Juba logistics staff (including transport, procurement, stores, compound, radio room and security personnel) and giving technical guidance to logistics staff based in the field sites;

• Training and coaching logistics staff in DDG’s systems and procedures and identifying appropriate generic training from other providers;

• Ensuring the installation and upkeep of radio, satellite phone, VSAT and other communications equipment;

• Fleet management, including vehicle maintenance, monitoring and tracking of movements, running costs, fuel usage, etc.;

• Supporting programme staff to prepare appropriate budgets and procurement plans and liaising with managers and finance staff for budget monitoring purposes;

• Regular review of supply options and renewal of preferred supplier list;

• Compound management (Juba) including guards, maintenance staff, service providers, etc.;

• Maintenance of records, files, inventories, databases etc as part of the institutional memory of the organisation and especially in relation to accountability to donors.

QUALIFICATIONS

• Extensive experience in logistics management, preferably with other international organisations and proven skills and knowledge of logistics systems as detailed above;

• Strong administration and organisational ability;

• Excellent coaching and capacity-building skills;

• Excellent interpersonal skills and the ability to remain calm under pressure;

• Ability to work independently and still be a good team player;

• Willingness to travel to – and work in – areas with only basic living conditions;

• Good security awareness and the ability to help keep colleagues safe;

• Fluency in spoken and written English;

• Good computer skills.

CONDITIONS

Commencement: 4. January 2012

Duty station: Juba with frequent deployments to field sites in various locations. Non-family positing with frequent in-country travel. A generous R+R policy applies.

Contract: 12 months’ contract with the possibility of extension, subject to funding.
