SHORT-TERM ASSIGNMENT
Consultant to review the National Trade Policy from a gender perspective
Background:
UN Women Tanzania as part of Delivering as One Economic Programme Working Group is supporting the Government of the United Republic of Tanzania, amongst others, to institutionalize gender equality and women’s rights in the work of Ministry of Industry Trade and Marketing (MoITM); and to provide technical assistance for gender analysis and review of trade and enterprise development policies to respond to the needs and interests of women traders and entrepreneurs.
UN Women in Tanzania is seeking to recruit a consultant to review the National Trade Policy from a gender perspective. The consultant will work directly with the UN Women office in Tanzania in close cooperation with the MoITM.
Duties and Responsibilities:
1. Review the National Trade Policy from a gender perspective
2. Review other policies relevant to the ministry which informs the National Trade Policy such as: Sustainable Industrial Development Policy (1996-2020); Trade Development Policy; Agricultural Marketing Development Policy (draft); Export Development Strategy (draft) and Small and Medium Enterprises Development Policy.
3. Develop a costed plan for implementation of the gender related issues in the revised policy
Specific duties:
4. Review the following policies in place at MIT:
a. National Trade Policy – NTP,
b. Sustainable Industrial Development Policy (1996-2020);
c. Trade Development Policy;
d. Agricultural Marketing Development Policy (draft);
e. Small and Medium Enterprises Development Policy
5. Identify the gender issues which need to be addressed in 4 above
6. Facilitate a workshop with a view to review the findings and recommended actions of the 1,2 and 3 above
Deliverables:
1. A detailed inception report as per provided TOR
2. A draft report with key findings of gaps in the existing policies.
3. Recommendations on how the policies could be engendered
4. Presentation of findings and recommendations during dissemination and dialogue sessions with key stakeholders
5. A final report which includes feedback from the dissemination and consultation sessions and comments from the UN Women team.
Technical competencies:
a. Previous experience of working on gender equality and women’s empowerment in relation to trade and policy issues
Qualifications and Experience:
1. Advanced University degree in Business Administration, Law, Economics or Social sciences or other equivalent qualifications, with a minimum of 5 years working experience.
2. Fluent in English and Kiswahili.
3. Proven track record in research in trade policies, and in-depth knowledge of qualitative research methods.
4. Computer-literate.
