Consultant: Project Reporting and Monitoring UN-HABITAT

BACKGROUND
The Land Tenure and Property Administration Section (LTPAS), within Shelter Branch of UN-HABITAT, has the mandate to develop normative approaches on sustainable urbanisation in regard to urban land, innovative residential tenures, affordable land management/administration systems, land related regulatory/legal frameworks and tools, particularly for women. LTPAS hence focuses on research and tool development also to backstop the Global Campaign on Sustainable Urbanisation of the agency, to supply technical advice to Member States and backstop the Regional offices and other sections of UN-HABITAT.

Tools provide a resource for enabling and understanding on how to perform actions. While there has been extensive global discussion around land policies that work for the poor, there has been insufficient attention paid to the development of methods for implementing these pro poor land policies. Consequently what are required now are pro poor land tools that are affordable and accessible for all sections of the population in countries world wide. This is essential for creating societies with sustainable, equal access and use of land. Work has already started on these approaches, both for developing and post conflict societies. Incremental up scaling of this work over time, as capacity is developed, is envisaged through the Global Land Tool Network (GLTN), which Secretariat is located at UN-HABITAT (see www.gltn.net).

The Global Land Tool Network
The Global Land Tool Network’s (GLTN) main objective is to contribute to poverty alleviation and the Millennium Development Goals (MDGs) through land reform, improved land management and security of tenure. The GLTN originates from requests made by Member States and local communities world-wide to the United Nations Human Settlements Programme (UN-HABITAT), who initiated the network in cooperation with the Swedish International Development Cooperation Agency (SIDA), the Norwegian Ministry of Foreign Affairs and the World Bank, in 2006. UN-HABITAT is mandated to work on issues relating to security of tenure through MDG 7, target 11, indicator 32, and on land management through the Habitat Agenda and the Istanbul Declaration, paragraph 40 (b), as well as through the UN General Assembly Resolution A/59/484.

The GLTN has developed a global partnership on land issues pulling together global partners, as well as many individual members. These partners include international networks of civil society, International Finance Institutions, international research and training institutions, donors and professional bodies. It aims to take a more holistic approach to land issues by improving global coordination on land; through the establishment of a continuum of land rights, rather than just focus on individual land titling; through improving and developing pro-poor land management, as well as land tenure tools; by unblocking existing initiatives; assisting in strengthening existing land networks; assisting in the development of gendered land tools which are affordable and useful to the grassroots; and improving the general dissemination of knowledge about how to implement security of tenure. Given the complexity of the issues being addressed by LTPAS, there is a huge amount of reporting and monitoring requirements to the internal and external parties/partners of various interests, LTPAS need additional support in consolidation of various inputs and preparation of periodic reports within the overall portfolio of GLTN and Spanish funded programme on Sustainable Urban Developmen Priorities/Support programme to MTSIP.
RESPONSIBILITIES

Under the overall supervision of Chief, LTPAS and in close collaboration with LTPAS team, the Consultant is expected to perform the following task:

•Collect and consolidate inputs from relevant Programme Officer/HSOs to prepare Section reports on Medium Term Strategic Institutional Plan (MTSIP);
•Collect and consolidate inputs from relevant Programme Officer/HSOs to update Section reports on Integrated Management Information and Documentation System (IMDIS);
•Ensure that LTPAS comments and feedback with respect to institutional reform process are systematically consolidated and submitted in a timely manner;
•Ensure that quarterly reports documenting project progress are regularly compiled and are consistent with the approved work progarmme;
•Develop periodical project progress reports for submission to donors, based on results-based monitoring and evaluation framework;
•Develop clear and concise reports and power-point presentations for various meetings, workshops, conferences, etc., including donor briefings;
•Provide updates to the Section Meeting on overall programme and project progress;
•Support the Section in updating annual work plans/activity reporting through using Project Management System (PMS) and other required documentation in respect of projects, as well as develop standard reporting formats as required;
•Monitor, analyse evaluation results and report in respect of projects, and draft findings in consultation with the Programme Officer/HSOs;
•Support continuous review, monitoring and evaluation of the project, and conduct regular consultation with the team to obtain feedback and integration into the reporting system;
•Participate in programme and project reviews, monitoring and evaluation of projects, review of MTSIP Focus Area 3, methodologies, strategies, etc.
•Perform any other task that fall within the competency of the incumbent;
COMPETENCIES
Professionalism: Knowledge of concepts and approaches relevant to the monitoring, evaluationa, reporting and ability to conduct independent analysis, identifying issues, formulating options and making conclusions and recommendations. Communication: Excellent oral/communication skills and ability to articulate ideas in a clear and accurate manner including the ability to prepare and edit a variety of written documents, reports and briefs. Planning and organising: ability to work under pressure, establish priorities and plan, coordinate own work plan, use time efficiently and apply judgement in the context of competing deadlines. Teamwork: Good interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

EDUCATION
Master’s Degree or equivalent (in communications, journalism, development studies, social sciences, project management or a multi-disciplinary area relevant to the terms of reference).

WORK EXPERIENCE
At least 5 years’ experience in formulating and drafting project monitoring and reporting; Demonstrated ability to draft concise, analytical and high-quality project proposals, reports, position papers and presentations in English; Good technical background in results-based monitoring, evaluation and reporting is desirable; Work experience in UN/donor agencies is desirable

LANGUAGE SKILLS
English and French are the working languages of the United Nations. For the post advertised, excellent proficiency in spoken and written English is required. Knowledge of a French/Spanish language is an advantage.

OTHER SKILLS
-Good communications research and analytical skills;
-Excellent drafting and editing skills;
-Excellent English writing skills is required; and
-Previous work experience for the UN systems is desirable.
