TERMS OF REFERENCE (ToR)
FOR TECHNICAL SUPPORT TO THE CLIMATE CHANGE FUNCTION AT NILE-SEC
1. BACKGROUND
The Nile Basin Initiative (NBI) is a partnership of the riparian states of the Nile comprising Burundi,
Democratic Republic of Congo, Egypt, Ethiopia, Kenya, Rwanda, Sudan, Tanzania and Uganda. Eritrea is
participating as an observer. The NBI seeks to develop the river Nile in a cooperative manner, share
substantial socio-economic benefits, and promote regional peace and security to achieve its shared vision of
“sustainable socio-economic development through the equitable utilization of, and benefit from, the common
Nile Basin water resources”.
The NBI seeks to achieve sustainable socio-economic development, build a solid foundation of trust and
confidence, and fight poverty through the cooperative development and management of Nile Basin water
resources through two complementary programs, namely; the basin wide Shared Vision Program (SVP) to
build confidence and capacity across the basin, and Subsidiary Action Programs (SAP) to initiate concrete
investments and action on the ground in the sub-basins.
The NBI maintains a secretariat, the Nile-SEC in Entebbe, Uganda, which serves the administrative
functions for the Nile Council of Ministers (Nile COM) - the highest decision-making body of the NBI - and the
NBI Technical Advisory Committee (Nile TAC), which is composed of two senior officials from each member
country supporting the Nile-COM. The NBI also operates two programme offices for preparation of
investment projects - one in Kigali, Rwanda and the other in Addis Ababa Ethiopia.
This unique initiative offers exciting and challenging opportunities to work in a complex, multi-country
environment to promote long-term economic integration, peace and prosperity in the region. Within this
framework, the Nile Basin Initiative (NBI) seeks to procure consultancy services to support the finalisation of
its Climate Change Strategy.
Climate change is real and seriously impacting upon the water resources of the world. Africa is the most
vulnerable of the regions of the world and has been hardest hit by the impacts of climate change. The
hydrology of the Nile is extremely sensitive to climate change: small changes in mean annual temperatures
or precipitation have a potential to elicit a large response in water flows. Given this situation, it was
imperative for the NBI to support efforts towards promoting adaptation amongst Nile Riparian countries. This
has led to the development of NBI’s Climate Change Strategy – a product developed mainly through internal

staff resources with financial and technical support from GIZ. The strategy now needs to undergo an expert
review and improvement before it can be submitted to NBI governance for adoption. Urgent actions also
need to be identified and initiated.
The Nile Basin Initiative is seeking the services of a suitably qualified and experienced individual to support
the climate change function in the Nile Basin Initiative Secretariat.
2. OBJECTIVES
The main objective of the assignment is to complete the NBI Climate Change Strategy and initiate priority
strategic actions under the strategy.
3. SCOPE OF WORK
The scope of work will include, but not be limited to, the following:
(a) Holding consultations with NBI staff at Nile-SEC and in the Subsidiary Action Programs (NELSAP
and ENTRO) to understand and incorporate their ongoing activities and concerns regarding climate
change adaptation and mitigation;
(b) Obtaining and reviewing documents of on-going regional climate change initiatives (such as under
IGADD, UNEP, LVBC, AU, etc) and highlight areas of complementarity and synergy;
(c) Taking part in technical meetings of the UNEP climate change project;
(d) Reviewing the NBSF documentation to obtain guidance on how to prepare NBI strategy documents;
(e) Writing missing parts of the Climate Change Strategy, including the Logframe and budget;
(f) Presenting the improved draft strategy in a workshop; capturing and incorporating comments in the
draft;
(g) Preparing and submitting the draft final strategy for approval;
(h) Supporting the mainstreaming of climate change adaptation and mitigation within the project
preparation activities of the Subsidiary Action Programs (SAPs). This will include reviewing and
suggesting improvements to SAP guidelines for mainstreaming climate change and holding
discussions with SAP project staff.
(i) Developing a detailed concept note for establishment of the climate change unit of NBI.
(j) Developng proposals for implementation of selected actions in the NBI Climate Change Strategy.
(k) Performing any other duties assigned by the Head of the WRM Unit.
4. NATURE AND DURATION
This is a medium-term individual consultancy input. The duration of this assignment is five months from 1st
October 2011 to 29th February 2012. The successful person will work from the NBI Secretariat in Entebbe,
Uganda and will travel within the region in accordance with Project needs and funding availability.
5. EXPECTED OUTPUTS
The expected outputs of this consultancy are the following:
(a) An improved climate change strategy document 1 month from commencement of this consultancy.
(b) A workshop report 1.5 months from commencement of this consultancy.
(c) A draft final strategy document 2 months from commencement of this consultancy.

(d) A concept note for establishment of the Climate Change Unit 3 months into the consultancy
(e) Two project proposals on climate change ready for presentation to potential donors 4 months into
the consultancy.
(f) A report of support to the SAPs in mainstreaming of climate change in project preparation in the 5
months of the project
All reports shall be prepared in English and delivered in both soft and hard copies.
6. CLIENT’S RESPONSIBILITIES
The Client will pay the fees for this assignment and provide all relevant documents required for proper
completion of the assignment. The Client will provide office accommodation and make travel arrangements
where the Consultant is expected to travel.
7. CONSULTANT’S RESPONSIBILITIES
The Consultant shall be responsible for executing of the entire scope of services and ensuring timely delivery
of quality outputs.
8. REPORTING
The consultant will report to, and work under supervision of, the Head of the Water Resources Management
Unit at Nile-SEC.
9. PAYMENTS
A payment schedule, based on deliverables, shall be agreed upon between the Client and Consultant.
Payment of the Consultant’s fees shall be effected upon receipt of an invoice from the Consultant, and after
review and acceptance by the Client of the above deliverables.
10. QUALIFICATIONS OF THE CONSULTANT
Essential Criteria
(a) A post graduate degree in environmental sciences, natural resources management, economics,
applied social sciences, (human ecology and geography, anthropology) or other related fields.
(b) At least 10 years of professional experience including significant high-level experience in both
technical and policy aspects of climate change adaptation and mitigation preferably in developing
countries or within the Nile Basin.
(c) Extensive knowledge of global and regional issues of climate change impacts, adaptation and
mitigation.
(d) Have good knowledge of the concept of integrated water resources management and transboundary
water resources management;
(e) Experience in research, and a documented record of publications in the fields of climate change
adaptation and mitigation.
(f) Strong analytical and writing skills and track record in producing relevant reports and other
knowledge products.
(g) Ability to prepare project proposals, progress reports, ToR, project information, etc.
(h) Ability to work in multidisciplinary and multi-cultural environment

(i) Excellent communication and writing skills; fluency in English is required. Knowledge of French will
be an advantage;
(j) Excellent computer literacy.
(k) Experience with development partners, especially on climate change and adaptation.
Desirable Criteria:
(a) Actual working experience in a river basin or regional organisation;
(b) Working knowledge and/or experience of the Nile River, its environmental sustainability and
susceptibility to climate change impacts.
