Short term experts
Sectors to be covered:
Institutional capacity development related to individual APSA components within AUC and RECs/RMs and linkages between them: Focus on implementing decisions related to the strengthening of relations between AUC and RECs/RMs. This area will include support/assistance in programme management, including administrative and financial aspects as well as change management.
ASF training: training policy design and implementation, curricula development, preparation and implementation of legal and administrative agreements between training institutions and organizations in the general framework of the EU support to African training institutions in Peace and Security.
ASF operazionalisation: Identification /formulation/advise in specialized areas such as Logistics, Strategic transport, rapid deployment, Maritime Security, CIS, C3!, based on policy documents adopted by the AU HODs
PSO planning: Strategic planning, with a particular focus on logistics, budget, finance , and Human resources
Other APSA component training: training policy design and implementation, curricula development for components such as mediation, early warning, PCRD
PCRD: Identification/formulation/implementation of actions as part of an internationally adopted PCRD framework in fragile states where AUC and/or RECs/RMs intend to be involved
CEWS: Identification/formulation/implementation of actions regarding collection and analysis of data, information sharing and issues of connectivity between Early Warning Systems
Mediation: Identification/formulation/implementation of actions of the Panel of the Wise and other mediation structures, including mediation support
These short-term experts must have: a proven track record and ability to work in a difficult environment, if needed, excellent interpersonal, diplomatic and political skills be able to work as part of a multidisciplinary and multicultural team. A good knowledge of EDF procedures and financial management might be required for some specific assignments.
