African Peace Facility Technical Assistance Service Contract, African Union and Regional Economic Communities / Regional Mechanisms
Objective: The objective of the Technical Assistance is to provide the African Union Commission (AUC) and Regional Economic Communities / Regional Mecanisms (RECs/RMs) with high-quality and timely external expertise for facilitating the implementation of programmes related to the Action Plan of the Peace and Security Partnership.
A particular focus will be the operationalisation of the African Peace and Security Architecture (APSA), via individual long-term assignments, as well as via short-term technical assistance in a wide range of crisis prevention/resolution and post crisis activities, including policy formulation. When needed, this technical assistance could also support strengthening the coherence between the African Peace Facility (APF) and Regional Indicative Programmes (RIPs) in the peace and security area.
The long term experts will be deployed for an initial period of 12 months that will be renewed on the basis of a joint (contractor, contracting authority, beneficiary) evaluation.
The Senior Programme management Expert: APF-funded programmes will be based in Addis Ababa for a total of 440 working days. S/He will have the following profile:
Qualifications and skills
Minimum Required:
■ Relevant university education (Masters Degree or higher) or equivalent professional
experience.
■ Computer literate in MS Office, project management software and preferably, accountancy software.
■ Fluent English, solid French
■ Excellent reporting skills (oral and written)
■ Excellent inter-personal skills.
■ Medical fitness for duty in Addis Ababa.
Preferred :
■ Robust, result-oriented personality with solid experience from working with multicultural and multi-professional teams
■ Keen sense of diplomacy and cultural sensitivity
General professional experience (absolutely required)
■ At least 10 years of relevant professional experience, including solid operational experience.
■ Experience in managing EDF financed programmes clear advantage, in particular in African countries.
Specific professional experience
Minimum Required:
■ Experience in institutional capacity building.
■ Experience in Peace and Security in Africa
■ Solid experience in training and capacity development.
■ Experience in financial and administrative capacity building.
Preferred :
■ Previous working experience with APSA related institutions.
