Position Summary
Creative Associates International is advertising for the position of Senior HIV/AIDS and Health Education Advisor for an upcoming project. The Senior HIV/AIDS and Health Education Advisor will be responsible for all program activities associated with strengthening cross-sector coordination of school-based efforts by USAID, the Ministry of Education and Sports (MOES) and health and education implementing partners to improve teachers’ and students’ HIV/AIDS knowledge and skills within targeted schools and districts. The Senior HIV/AIDS and Health Education Advisor will work with USAID’s district-based HIV/AIDS and health implementing partners to deepen impact of USAID’s programming in the following areas: (1) teacher/student HIV/AIDS and health knowledge and skills; (2) Guidance and Counseling, (3) support to OVCs and teachers/students affected by HIV/AIDS, (4) referral systems to prevention, care, treatment and social support services, and (4) district-level and community-level strategic engagement in supporting effective HIV/AIDS education and prevention.

The Senior Health Advisor will report to the Chief of Party (COP)
Primary Responsibilities
Provide technical support to and manage all aspects of the HIV/AIDS and Health Education component of the project; Provide strategies on how to improve cross-sector coordination between MOES, PEPFAR and other actors in HIV/AIDS and health education within target districts; Support the development of MOES-led national and district-led strategic frameworks for cross-sector coordination of HIV/AIDS and health education; Identify and pursue opportunities for integrated and/or coordinated programming, especially in addressing the needs of Orphans and Vulnerable Children (OVCs); Work with project staff, USAID, and other stakeholders on identification and selection of appropriate health and HIV/AIDS interventions, to be implemented in primary schools; Lead efforts that focus on development and implementation of sustainable assessment systems to track teachers' and students' HIV/AIDS knowledge and skills; Formulate and implement strategic interventions that consolidate the impact of previous investments in HIV/AIDS education at the primary and post-primary levels. Work with the MOES and target districts to support the effective use of teacher development structures to address gaps identified in teachers' knowledge, skills, and instructional methods related to HIV/AIDS and health education; Work with the MOES and target districts to strengthen district-level HIV/AIDS interventions and provision of materials at the school level; Support child-led/child-friendly HIV/AIDS and health education activities; Design and implement strategic interventions to ensure that HIV/AIDS and health messaging is age-appropriate, relevant and engaging to targeted age groups;
Required Skills and Qualifications
The Senior Health Advisor would ideally hold a degree in health and/or a social science with a minimum of 5 years related public health education experience of HIV/AIDS education in program, technical and training support, or an equivalent combination of education and experience; Experience working on USAID projects and PEPFAR funding; Experience providing technical assistance in health and/or HIV/AIDS to a range of partners, including NGOs and CBOs, from the national through local levels; Knowledge of best practices and state-of-the-art community-based health programming; Proven track record of designing and implementing innovative, results-oriented health behavior change programs; Experience in conducting assessments and demonstrated ability to analyze and use data gathered from communities to design effective behavior change strategies; Proven experience – with exemplars – of sound writing abilities e.g. submissions, reports, proposals etc; Experience in the region preferred and willingness to travel to and work in different parts of Uganda; Strong organizational and leadership skills
