Reporting to the Director of Finance & Compliance, the Senior Finance Controller (SFC) will be responsible for the efficient and effective functioning of the Finance department to support the DRC program. Specifically, this will include providing technical oversight to the Provincial Finance Controllers to ensure quality, timely and accurate reporting. The SFC will have management responsibility to assure proper management of grant budgets and cash flow at the national level.
RESPONSIBILITIES: GRANTS & BUDGET MANAGEMENT • Provide leadership and direction in the financial management of grant budgets; assure grants are properly recorded, closely monitored and accurately reported. • With a team of Project Controllers, provide support to Technical Directors, Program and Grant Staff in financial matters relating to proposal development and or grant management.
• Provide leadership and guidance to a team of Project Controllers; Train and mentor them to build their skill and competences. • Ensure that the Project Controllers perform their duties as needed supporting Technical Directors, program and grants teams; agree on performance benchmarks and evaluate performance on a regular basis. • Prepare and or perform a review of Grant Budgets for new proposals, revisions and realignments. Consolidate multi-provincial budgets. • Maintain the Shared Program Costs (SPCs) Allocations for KHQ to keep information current and assure equity in distribution across grants; Review SPCs in proposal budgets to assure sufficiency of allocation.
• Ensure Project Controllers prepare on a monthly basis Budget Vs Actual reports for Technical Directors; Consolidated Budget Vs Actual for multi-provincial budgets for review by senior management. • Review donor financial reports prepared by the Project Controllers and before submission to NY and or to the donor. • Participate in high-level grant management meetings; ensuring action points are followed through by the Project Controllers. • Provide guidance to Technical Directors and program staff on appropriate approaches in financial management of grant budgets including budget flexibility, allowance of costs etc.
• Lead the Project Controllers in providing financial oversight of Partners managed from KHQ; oversee the assessment of partners and provide ongoing financial reviews and monitoring.
• Review monthly the grants receivables and follow up with the grants team for funds collection from the donor or draw downs.
PROVINCIAL FINANCE MANAGEMENT: • Lead in strengthening of the financial management function of provincial offices to increase accountability, minimize financial risks and improve on the quality of reporting. • Provide technical oversight to Provincial Finance Controllers in the performance of duties; contribute to the setting of their key performance benchmarks and provide input in their evaluation process. • Define and agree with the Provincial Finance Controller and the Provincial Director key financial outputs from the provincial office, delivery dates and assure adherence. • Ensure monthly balance sheet account reconciliations are done by the provincial office; Review these on a quarterly basis. Matters requiring attention presented to Provincial Directors for action. • On a quarterly basis, present and discuss provincial balance sheet reports with the Director of Finance & Compliance and the Regional Director. Follow-up on any corrective action noted.
• Ensure Provincial FM01 Report is prepared on a monthly basis. • Perform finance review of grant budgets submitted for proposals, realignments etc. • Review donor financial reports prepared by Provincial Finance Controllers before submission to NY and the donor. • Provide technical training to provincial finance controllers and their teams as necessary. • Conduct financial monitoring visits of Provincial Offices as outlined by HQ Finance Field Office Monitoring Guidelines to assure compliance. • Evaluate Provincial Field Offices financial systems and the capacity of staff and recommend remedial action where necessary. • Provide guidance and direction on financial matters as may be needed.
• Work with the provincial finance controllers and managers to ensure better cash forecasting; Ensure that cash transfers to the field are made on a timely basis • Ensure all cash operation procedures and internal controls are strictly followed for the safety and security.
OTHERS • Contribute to the overall systems and process improvement of the DRC financial environment; • Review financial procedures and processes to assure efficiency and effectiveness; recommend to Director of Finance & Compliance necessary changes to in order to improve performance and reduce cycle times. • Work with NY finance and grant teams; provide information and reports as may be required. • Prepare the DRC Letter of Credit (LOC) report on a monthly basis. • When required, act in the position of Director of Finance & Compliance to provide for continuity. • Assure the financial operations of DRC-HQ office comply with the IRC Finance Manual, Donor regulations and also the law of the country. • Maintain the Shared Program Costs Allocation for the Kinshasa Headquarter office. Lead in the development and maintenance of the DRC Operating Budget; review Provincial Offices submissions and consolidate;
REQUIREMENTS: • A Bachelors degree in Accounting, Business Administration, Commerce or Finance • A recognized professional certificate in accounting such as ACCA. CIMA, CPA
• A Masters degree in Accounting or Management will be an added advantage; • Minimum eight years experience managing the finance functions of a non-profit organization, three of which must be as head of finance.
• Requires extensive experience in working with computerized accounting systems, standard spreadsheet and database programs; • Requires excellent knowledge of, and working experience with SUN and Vision • A good ability to articulate issues and give solutions in remote sites by email or phone calls; • Ability to carry out responsibilities independently with minimal technical support; • Must be a patient and good communicator who can function in an organizational environment involving a diversity of cultures, languages, and personal interests and agendas; • Play a good role of facilitator and team player in solving problems;
Specific Security Situation/Housing : The position is based in Kinshasa, it is accompanied. Safe and modest housing as appropriate and reasonable as the context allows will be provided.
