Roving Field Coordinator

Scope of work: Under the supervision of the Deputy Director of Operations (DDO), the Roving Field Coordinator directly line manages and builds the capacity of national Field Managers/ Field Coordinators in five IRC field office locations (Malualkon, Panthou, Torit, Rumbek and Ganyiel). The Roving Field Coordinator is a senior staff member tasked with supporting and training Field Managers and Coordinators to ensure understanding of, compliance with, and adherence to all IRC South Sudan policies and procedures (finance, logistics, HR/Admin, safety and security, IT).

This is an operations position which also supports the DDO in the implementation, roll-out and monitoring/evaluation at field office level of global IRC initiatives including the IRCconnect Orientation Program, Performance Management Program (PMP), PPRR Security Framework, Security Management Plan (SMP), Prologs logistics database and Program Quality Improvement Plan (PQIP).

IRC South Sudan’s Country Program operates in six states implementing activities in the sectors of Primary Health Care, Community Case Management (CCM), Gender Based Violence (GBV), Environmental Health, Protection and Education.

The position is based in Malualkon, Northern Bahr El Ghazal State but will involve at least 75% travelling time in the field for monitoring and technical support visits to Lakes, Unity and Eastern Equatoria States.

This position reports to: Deputy Director Operations and directly manages a staff of five (5).

Specific Responsibilities:

  1. Field Office Management and Oversight • Provide coverage in an Acting capacity for Field Managers/Field Coordinators during periods of leave. • Provide targeted technical assistance, direct and remote management support to Field Managers/Field Coordinators for field operations and field office management. • Provide regular reports, updates and recommendations to the DDO/SMT on field-specific issues. • Work in close collaboration with the DDP, DDO and Technical Coordinators (HR, Grants, Logistics, Programs and Finance Controller) to ensure provision of adequate support and resources to each field office location. • Work with the Juba Main Office and Field Office staff to strengthen joint communication and coordination mechanisms

  2. Security and Safety Management Support the implementation of the Country Security Management Plan (SMP) and Preparedness, Prevention, Response and Recovery Process in accordance with IRC guidelines and operating procedures.

• Provide field-specific input and quarterly updates for revisions of the IRC South Sudan Security Management Plan (SMP), PPRR framework, Standard Operating Procedures (SOP’s) and Contingency Plans (CP’s). • Organize security management and refresher trainings for key staff in all field office locations. • Ensure that field security briefings (IRCconnect) are carried out according to schedule and documented in a monthly tracking system. • Build the capacity of Field Managers/Coordinators as the Security Focal Points (SFP’s) to monitor the security situation in their location and to manage and respond appropriately to security incidents. • Assist Field Managers to develop/strengthen relationships with UNDSS and other agency security focal points. • Support field Contingency Planning processes as and when required.

  1. Training of Trainers (ToT) - Field Managers Through direct training and coaching, train Field Managers on actions for program quality improvement in the field.

• Carry out a training needs analysis for Field Manager/Field Coordinator training requirements; provide recommendations to the DDO and SMT on training that can be carried out internally and training that needs to be outsourced. • Carry out quarterly trainings and refresher trainings on IRC internal policies and procedures to ensure understanding of and compliance with all IRC and donor rules and regulations. • Develop the capacity of Field Managers/Field Coordinators to train other operations and program staff on operational, compliance and internal control processes and procedures. • Develop field office training budgets for operational staff. • Develop performance objectives and individual learning plans for all Field Managers/Field Coordinators. • Provide day-to-day coaching and support to Field Managers/Field Coordinators on job-specific tasks.

  1. Coordination, networking and representation Contribute to the improvement of IRC’s profile and image in the field through participation in coordination meetings and networking with key stakeholders.

• Build the capacity of Field Managers/Field Coordinators to represent IRC and promote collaborative working relationships with local government authorities, host communities, UN agencies, International Organizations, NGOs, donors and others. • Support Field Managers/Field Coordinators to develop and/or strengthen working relationships with state labour departments and the SSRRC on labour law and other HR-related issues.

  1. Internal Controls and Compliance Ensure that all Field Offices operate in accordance with IRC’s Finance, HR, Admin, Logistics, Safety and Security policies and procedures.

• With the support of the DDO and other operations Heads of Department (Logistics Coordinator, HR Coordinator, Finance Controller, Grants Coordinator) ensure that field staff are trained on operations policies and procedures. • Support the DDO in the monitoring and documentation of internal control systems. • Lead Grant Operational Meetings at field level where necessary and follow up with staff on action points.

Support Field Managers/Field Coordinators to: • Review and update field Operating Budgets to ensure they are accurate and realistic. • Review Monthly Budget vs. Actuals reports and Spending Plans with program staff and report serious variances.
• Develop field site spending plans for operations.

  1. Program Support and Liaison
    In collaboration with program coordinators and DDP, provide support to program staff on implementation of programs.

• Work with the DDP and Program Coordinators to provide support to program staff on implementation of programs. • With support from the Grants units and Technical coordinators, provide input in development of detailed project work & spending plans for all programs, and contribute to the progress against these work plans. • Ensure a team approach in cooperation between programs and operations to help improve program implementation and quality.

Requirements: • Degree in international affairs, public administration or related field, advanced degree preferred or relevant experience. • Minimum five years experience with demonstrated success in oversight and management of staff with an international NGO, preferably in complex emergency settings. • Strong organizational and administrative skills and ability to coordinate and manage a diverse array of responsibilities. • Demonstrated strong communication skills and ability to handle sensitive situations diplomatically. • Clear understanding of budget management, particularly allocation across multi-budgets; • Good report writing, program development and monitoring and evaluation skills; • Familiarity with IRC donor (USG, EU, UN) policies and requirements; • Capacity building and training experience; • Good security management skills; • Good working knowledge of communications systems (satellite, VHF and HF radio); • Excellent computer skills: MS Word, Excel, PowerPoint, Outlook and Outlook Express. • Ability to live and work in isolated environments. • Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility.

Specific Security Situation/Housing: THIS IS AN UNACCOMPANIED POSITION

Malualkon is a small town in the State of North Bahr El Ghazal, South Sudan, but very close to the state capital Aweil. The office and living quarters are established in a large and tidy compound. The compound accommodates up to 21 members of staff (a mixture of national and international staff) who each have their own tukul (thatched mud hut). The tukuls are comfortable with basic furniture, and are connected to solar and generator power. Cleaners undertake laundry for staff. IRC also provisions cooks during working hours but the residents are expected to personally cover food expenses.

Bathroom facilities consist of showers and a pit latrine. Water to the compound, for bathing and consumption, is supplied daily from a borehole. There is one mobile phone network provider now operating in the area. An effective VSAT system is in place.
