UNICEF Rwanda Terms of Reference Consultancy: Production of Fundraising and Advocacy Materials
Context and Justification 1. UNICEF Rwanda's fundraising strategy requires outreach to current and prospective donors, including the private sector. In addition, the Office's communication strategy calls for the production and marketing of key results. As preparation of proposals, particularly for the private sector, requires specialist skills in understanding how to develop win-win scenarios, particularly to write proposals in a manner that is attractive and understandable (without being technical) and because fundraising involves following up with key donors, by producing newsletters. 2. Being able to understand their requests, UNICEF requires the skills and expertise of someone who has worked with donors on fundraising and understands the expectations and demands of both parties. UNICEF also requires someone with technical, conceptual and writing skills who can produce advocacy and best practice briefs that can show donors and partners the value added of UNICEF work in Rwanda. 3. UNICEF also requires someone who understands social media and can write updates and human interest pieces. 4. And finally because the Office will host donor visits in the next eleven months, we also require someone who can produce briefing kits for donors.
Objective To produce key documentation, advocacy and fundraising materials.
Outputs and Deliverables Under the overall guidance and supervision of the Chief of Communication, and in close collaboration and cooperation with Chiefs of Programme Section, the Representative and Deputy Representative, deliver the following outputs:
- Four Funding Proposals related to protection, Rwanda reads and ECD.
- Updated monthly donor and proposal track list.
- Updated website (bi-weekly) and Facebook (daily) pages
- Briefing kits on UNICEF work in Rwanda.
- Update fact sheets. UNICEF brochure and power points.
- Human interest stories, best practice briefs and resumes of important reports and studies
- Updated fundraising materials – fact sheets, brochures, power points, etc.
Remuneration, Management and Timeframe This Consultancy will be remunerated at a L2 level for a period of 11 months. The Consultant will be provided with an office space and technical support as well as access to Lotus and the UNICEF intranet to conduct research on UNICEF donor profiles and guidelines on private sector partnerships.
Qualifications and Specialised Knowledge The consultant must have:
- Post graduate university degree in Social Sciences, Communication, Law or Economics
- At least five years professional work experience in fundraising and the production of fundraising and advocacy materials with an international donor organisation
- Broad understanding of sustainable development issues, including AID policies and reforms
- Excellent analytical, conceptual thinking and English writing and presentation skills
- Previous experience with UNICEF in a Dao/Upstream environment in the production of fundraising and communication materials is highly desirable
- Proven ability to work as part of a team in a multi-cultural environment.
