II. Organizational Context
The UNDP Somalia Country Office operates a cross-border operation since 1993. Due to the prevailing security situation in Somalia, the Office is located in Nairobi and hosted by the Government of Kenya. UNDP Somalia programmes are implemented through two Sub Offices in Hargeisa (Somaliland) and Garowe (Puntland) and staffs are required to undertake regular field missions. The UNDP Somalia office shall progressively relocate staff inside Somalia as the situation permits.
The UNDP Somalia Country Programme Document (CPD) 2011-2015 has four Outcomes: 1) Somali women and men and authorities are better able to build peace and manage conflict; 2) Somali women and men, girls and boys, benefit from more inclusive, equitable and accountable governance, improved services, human security, access to justice and human rights; 3) Somali women and men benefit from increased sustainable livelihood opportunities and improved natural resources management; and 4) Somali women and men attain greater gender equality and are empowered.
Given the long-standing conflict that continues to severely hamper development efforts, the over-arching objective of the new CPD is to build Somali capacities for peace and human security. In view of the complex conflict dynamics, a number of previous reviews recommended that the Country Office acquire the ability to independently analyze the changing nature of the conflict and peace initiatives taking place in Somalia through which it could better inform and adjust its interventions and establish strategic partnerships. In particular, greater differentiation needs to be applied in the design of detailed implementation plans that reflect the markedly different conditions that exist in South-Central Somalia, Puntland and Somaliland. In general terms, over the course of the new programme cycle, UNDP Somalia should transform into a more analytical, comprehensive and strategic organization equipped to support peace-building at national and community level through strategic partnerships, placing greater emphasis on medium to long-term processes and policies.
In order to assist in the design and roll-out of a more conflict/context-sensitive programming that capitalizes on existing and emerging peacebuilding opportunities, and building on the findings and recommendations of a BCPR conflict prevention mission, the Country Office is therefore seeking a Peacebuilding Specialist with strong analytical skills who has a solid understanding of the multi-faceted contribution UNDP can make towards peacebuilding.
Under the supervision of the Deputy Country Director (Programmes), the Peacebuilding Specialist, will build on, refine and expand the assessments and analyses already undertaken by the Country Office in order to provide strategic direction and programmatic guidance to all UNDP programmes with a view to capitalizing on existing and emerging peacebuilding opportunities.
The Peacebuilding Specialist works in close collaboration with the Senior Management, Programme and Project staff, Heads of Sub-Office, relevant UNDP HQ staff and, as necessary, with Programme staff in other UN Agencies, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme.

- Facilitate Analytical Processes and Build in-house Analytical Capacity, focusing on the achievement of the following results
Ensure and facilitate ongoing multi-stakeholder and in-house analysis of peace and conflict trends overall and by region and formulate clear recommendations to ensure that UNDP’s programmes are adjusted accordingly to maximize peacebuilding opportunities. Build in-house analytical capacity through the creation of a cross-programme team that regularly (e.g. on a quarterly basis) reviews and consolidates information on conflict dynamics and their relation to our programming and vice versa. Liaise closely and build partnerships with other UN agencies, International and national NGOs in addition to local civil society organizations involved in peacebuilding in Somalia. Stay abreast of findings and recommendations of key publications related to peacebuilding in Somalia and review their relevance to UNDP programming. Develop research networks with Somali partners and gender networks.
- Provide Strategic Guidance to Programme/Project Development, focusing on the achievement of the following results:
Based on above analysis, advise senior management and work closely with Programme and Project staff to mainstream conflict/context sensitivity throughout the programme and/or identify entry points and develop and implement appropriate conflict sensitive initiatives, as required. Support in particular the design and implementation of activities under Outcome 1 focusing on building the analytical, advocacy and dialogue capacity of Somali counterparts across all regions to better understand and manage conflict and build social cohesion and equity. Establishment of collaborative arrangements with programme, project managers and appropriate operational partnership arrangements. Constant monitoring and analysis of the operating environment and risk assessment. Monitor and analyze key peacebuilding activities in the country which effect regional/local or national development; through this process, identify peacebuilding needs and potential solutions Advocate, promote awareness and understanding of peacebuilding within Somalia Ensure that UNDP objectives and activities in the area of peacebuilding are well coordinated with plans and activities of UNDP programmes and projects Help ensure that gender dimensions are fully taken into account and that gender equality and social change concerns are promoted to the furthest possible extent.
- Establishes and maintains strategic partnership and implements the resources mobilization strategy for the CO, focusing on the achievement of the following results:
On behalf of UNDP Somalia, help provide intellectual leadership and play advocacy role in fora related to peacebuilding and conflict analysis. Help build and/or maintain strategic partnerships with relevant UNDP partners working on peacebuilding,conflict analysis and social justice concerns, including UN Agencies, INGOs, NGOs and local civil society organizations.
Establishes and maintains dialog with government officials, both local and national, NGOs, partners, donors and communities to provide knowledge and understanding, ensuring accurate interpretation of the programme’s mission Identify areas of cooperation and coordination with other UN agencies for the implementation of joint activities related to peacebuilding Collect and make analysis of information on donor contracts, funding priorities, criteria and processes related to peacebuilding Promote and explain the UNDP programme activities, projects and support the UNDP CO activities in interaction with donors Support CO resource mobilization efforts

Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals. Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners. Establishment of advocacy networks at national level and linked to international networks. Sound contributions to knowledge networks and communities of practice. Generate lessons learned for internal use and as contributions to corporate knowledge management networks and initiatives.
IV. Impact of Results
The key results have an impact on the overall success of the country programme and reaching CPD goals with a view to maximizing UNDP’s contribution to peacebuilding, adapted by region. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

VI. Recruitment Qualifications
Education:
Advanced University Degree, preferably in Political or Social Science or International Studies with a focus on Peacebuilding and Development in Conflict areas
Experience: • 7 years of progressively responsible professional experience in conflict prevention, peacebuilding and social development • Minimum 5 years field experience working in crisis or post conflict countries • Experience in the development and implementation of conflict sensitive strategies and programmes • Previous experience with UNDP preferred • Strong analytical and facilitation skills • Knowledge of Somalia and the Arab world is an asset.
Language Requirements:
Strong written and spoken English.
